When changing to another type of transport or to another route of one type of public transport, a new PAT is purchased each time. A monthly pass (valid only in public transport) is a ticket that entitles you to an unlimited number of trips, transfers on all routes of one type of transport (a monthly pass is not the same for all types of public transport, each type of public transport has its own monthly pass) ... However, it is possible to purchase a combined monthly pass for ecological modes of transport (tram and trolleybus), which operates according to the same rule (valid on all routes of the indicated modes of transport within a month for an unlimited number of trips, their distance and number of transfers). The monthly bus pass is always sold separately. The PAT is purchased in the salon of public transport (tram, trolleybus, bus) after entering from the seller (conductor), who must sell the PAT to the one who entered the salon (and the one entering must purchase) and thereby pay the fare. If there is no seller (conductor) in the cabin, then the person entering is obliged to purchase a PAT from the driver by going to his cabin. The PAT is sold only in the salon from the seller (conductor) or from the driver and is not sold in the city along with monthly passes. After the moment of acquiring the PAT from the hands of the seller (conductor), it must be activated (torn when issued by the seller (conductor)). After the moment of acquiring the PAT from the driver's hands, it must be activated (punched in a special device on the cabin wall (composter)). This procedure is designed to exclude fraud when buying / selling PAT. The passenger must keep the activated PAT until the end of the trip and be disposed of after leaving the public transport in the bin. A monthly pass is presented at the entrance to public transport (tram, trolleybus, bus) to the seller of the PAT (conductor) or the driver (depending on the presence of the first in the cabin), who visually records its presence and thereby makes sure that the fare has been paid. The fact that Oryol will receive the old Moscow transport became known in mid-January. The mayor's office announced that it had received 20 buses, 13 trolleybuses and 15 trams from the capital. Opinions are divided on whether the Eagle needs old transport.

The fact that the transport is not new was announced immediately, and in early February, the local media, referring to the results of a survey of the state of the "gift", reported that scrap metal would be brought to Oryol from Moscow - trolleybuses, buses and trams need expensive overhaul. The material and technical base of the Oryol "Tram and Trolleybus Enterprise" does not correspond to the models of the received transport. The trams of the same model that Oryol will receive are no longer produced, which can also create difficulties during repairs.

Meanwhile, on February 6, the head of the Oryol administration Alexander Muromsky said that the transport, although second-hand, will work on the city's roads for more than one year.
