In the summer of 2017, a federal law was adopted that obliged airports to establish seven sub-zones with varying degrees of restrictions on use on their aerodrome territories (land within a radius of 30 km). In the first, the most severe, it is possible to build only objects to ensure air traffic, in the seventh, limited development is possible if the level of aircraft noise exceeds the permissible level and is harmful to health. For the fact that restrictions on use are imposed on land and real estate, the airport must pay compensation to their owners. Residents of houses who find themselves in the zone of aircraft noise exceeding the permissible level will be able to demand resettlement also at the expense of airports.

In the fall of 2018, the International Airports Association reported that there are no civil aviation airports in Russia where an aerodrome territory would be established. The main reason is that the procedure for calculating damage compensation due to restrictions on the use of land and real estate has not been determined.

Earlier it was planned that the launch of RWY-3 would allow the airport to increase the number of takeoff and landing operations from 55 to 90 per hour. However, due to the imposed restrictions, the number of malware during the night period will be less than the calculated one.

The third runway at Sheremetyevo has been under construction since 2009. Initially, it was planned to put it into operation by the beginning of the 2018 FIFA World Cup.

According to preliminary data of the FAS, the cartel's income amounted to more than 25 billion rubles. - these are 6-7 airports that fell into the scope of consideration. "Today this is the largest case in the construction industry," said Andrei Tenishev, head of the FAS anti-cartel department.

The company Transstroymekhanizatsiya, a member of the Mostotrest group, has been the general contractor for the construction of the third runway at Sheremetyevo since 2015 by the order of the Government of the Russian Federation; the contract with it was estimated at 17.6 billion rubles. At the end of 2016, the airport no longer had enough funds - it took, according to various estimates, from 5 to 13 billion rubles to continue the construction of runway-3. In June 2017, the Minister of Transport Maxim Sokolov announced that the deficit of funds for the construction of the facility in 2018 was 7.5 billion rubles. In October 2017, Transstroymekhanizatsiya received another contract for 3.2 billion rubles.

Bankrupt contractors

After the 2014 Olympics in Sochi, many large road construction companies that had competence in the construction of airfields went bankrupt: Inzhtransstroy (the first contractor of runway-3 at Sheremetyevo, the contract with it was terminated by the Federal Air Transport Agency in 2015 for being behind schedule ; was a member of Oleg Deripaska's Basic Element), Yefim Basin's Inzhtransstroy Corporation, Omsk NPO Mostovik, Sochi Tunnel Detachment - 44. They built Olympic facilities, which, due to a careless assessment, turned out to be much more expensive than government contracts, so as not to disrupt the deadlines, companies invested their money in the construction, counting on subsequent compensation, contractors told Vedomosti. But the state paid nothing extra.

Representatives of Rosaviatsia, Sheremetyevo and Transstroymekhanizatsiya (contractor) declined to comment.

There is a risk of not being in time with a simpler and less problematic facility - the second runway at Domodedovo (runway-2) worth 12.85 billion rubles. The airport has two lanes under construction to replace one in operation, which will become the taxiway. WFP-2 is 80% ready, but the contractor (Construction Department - 1) does not have the funds to work, the Federal Air Transport Agency reported. In 2016, SU-1 was declared bankrupt, a monitoring procedure was introduced, it is difficult for it to attract working capital, to receive advances from the Federal Air Transport Agency, a federal official explains. At such a high degree of readiness, it is impossible to find a new contractor, SU-1 will complete the construction of the facility itself, but, apparently, they will launch it after the World Cup, the source adds. A person close to the Ministry of Transport also knows about a possible launch after the championship.

“Following the meeting, the Ministry of Transport gave instructions on the completion of the airfield facilities as part of the preparation program for the 2018 World Cup. The timing of the construction of the strip was shifted several times. Lack of funding was identified as a key problem. In November, the Vedomosti newspaper, citing sources, reported that the cost of the project had increased to 64.1 billion rubles. At the same time, the source of additional funds has not yet been determined: various options are being discussed, up to the allocation of the necessary amounts through the FSUE "State ATM Corporation" subordinate to the Federal Air Transport Agency. Judging by the statements of the head of the Ministry of Transport Maxim Sokolov, which he made in an interview with RNS in September, this option was considered a priority.

But there is no urgent need for high-quality provision of air transportation during the football championship in the third lane. Sheremetyevo said that "the airport will be able to provide the transportation program [for the World Cup] using the available runways." According to AviaPort, under favorable weather conditions, the strips can provide up to 65 takeoff and landing operations per hour, while cases have already been noted when more than 60 takeoffs and landings were actually serviced per hour. But the expected increase in the number of HPOs due to the admission of teams and fans, which will peak in mid-July, will be less than the annual increase in the number of HPOs in late August and early September, when holidaymakers return en masse from their vacation spots.

However, the commissioning of RWY-3 is much more important not to ensure the transportation program during the World Cup in the summer of 2018, but to close one of the existing runways for repairs (we are talking about RWY-1, which is the closest to the southern zone of Sheremetyevo). The sources of "AviaPort" find it difficult to name the repair time frame: according to them, with various restrictions, the strip can be in operation until the first half of 2019. The closure of RWY-1 will significantly affect the capacity of Sheremetyevo, the interlocutors fear, including due to the remoteness of RWY-3 from the main aircraft parking areas, but so far they have not provided specific estimates.

However, in 2018, runway-3 should not only be completed, but also put into operation, according to an industry source. He noted that at a recent meeting in the Ministry of Transport, the responsible persons were promised serious personnel decisions if this deadline could not be met.
