We send a notification to the Federal Migration Service about the presence of a residence permit for Hungary through Russian mail

If you read a note about how we flew to Moscow in March for the awards ceremony for the winners of the Travel.ru Star contest, then you probably remember that I promised to tell you how I notified the Federal Migration Service about the presence of a residence permit in Hungary. The law obliging Russians who have citizenship or residence permits of other countries to notify the territorial bodies of the FMS at their place of residence (or place of temporary residence) came into force last year.

The law says that those who live abroad permanently do not need to notify the FMS (Federal Migration Service). What is considered permanent residence in the law there is no clear answer. The FMS believes that if permanent residents abroad still have registration (propiska) in Russia, then after returning to Russia, even for just a few days, the FMS should be notified.

The liability for non-compliance with the law is quite serious. We discussed this topic with you earlier, in the note THE LAW ON A SECOND PASSPORT OR HOW A RUSSIAN IS NOT TO FIND CRIMINAL RESPONSIBILITY.

I, as a law-abiding citizen of Russia, who has letelepedési engedély (letelepedesi engedély) - a permit for permanent residence in Hungary and registration (propiska) in Russia, upon arrival in Russia, must submit a notification to the FMS in person, or send it by letter via Russian mail. I decided to do it through the mail. In my opinion, it's easier, faster and less stressful. By the way, when Nikita last year came to surrender to the territorial FMS at the place of registration, he was sent to the post office. Either they didn’t want to work, or they were still not in the subject. Then the law came into force.

I prepared all the documents in advance, while still in Hungary:

  • I printed out a notification form from the website of the FMS of Russia (on one sheet on both sides) and filled it out by hand;
  • I made a copy of the Russian passport (the main page and where the registration is);
  • I made copies of a plastic card - letelepedeshi engedei on both sides;
  • I filled in the address of the sender (my address of registration in Russia) and the recipient (territorial FMS at the place of registration in Russia) on an ordinary white envelope without stamps;
  • Filled out the inventory of the attachment to the letter (two copies).

Form inventory of attachments

The inventory of attachments is a document that is enclosed in a postal item (in this case, in a valuable letter), contains the name (in our case, the notification form and copies of the attached documents), their quantity and value (cost).

Filling out an inventory of investments is quite easy:

  • in the upper field "attachment to" we write: a valuable letter;
  • in the "To" line we write the name of your territorial FMS;
  • in the line "To" - the postal address of the recipient - the territorial FMS;
  • fill in the plate: the number in order and the name of the documents to be sent;
  • below is the total of the declared value (in this case it was 290 rubles);
  • in the line "sender" - signature.

Folded all the documents into one file. That's it, I'm ready to give up, although I must say that morally it is quite annoying and disturbing. You are constantly waiting for some setup from our legislators. What else will they come up with, trying once again to patch holes in the budget. The other day, a wise guy from the Liberal Democratic Party proposed depriving pensioners-immigrants of their pensions. Is this what you need to think about!? To put such smart lawmakers on pensions, which are received by Russian pensioners. Not only are pensions cheap, but it is also necessary to deprive them of this. For daring to live in good ecology in old age, where the climate is milder, and there are more sunny days. How many Russian pensioners who now live abroad for one reason or another have clutched their hearts after reading such unpleasantly shocking news in the press. No words, just exclamation and question marks...

We arrived in Moscow on the morning Wizzair flight on March 17th. Sleepless night, plus a long road. Tired, of course. But there are many things to do and meetings, and only three days for everything. No time to rest. I dropped my bag with things and went to surrender. Reassuring myself once again: "do what you must and be what will be," I went to the nearest post office at the address: Moscow, st. Profsoyuznaya, house 152 k.1 (500 meters from the metro station Teply Stan). Working hours - from 8 to 20 hours.


There are three visitors in the post office. Two postal workers. Five minutes of waiting. I give two copies of the notice to the window, plus all copies, a signed envelope, an inventory of investments in two copies and a Russian passport.

The young postal worker is not surprised and does not grumble, but accepts my package of documents without question. Apparently, there is experience. The notification takes only one instance, the second instance returns to me, it is superfluous. Examines my internal passport. Then he asks to write at the top of the envelope in words: Two hundred and ninety rubles. By the way, the post office employee did not check the copies of the documents with the originals.

In total, I paid four hundred and fifty rubles. I gave the money, received two receipts, one copy of the inventory of attachments with a seal and signature, plus a tear-off notification coupon with a seal and signature of a postal employee. And my Russian passport. OK it's all over Now. It is done. The whole process took less than twenty minutes.

Important! A tear-off coupon with a list of attachments and a receipt for sending a letter must be carried with you in case of verification. We were not asked for a notification receipt when returning to Hungary (we flew from Moscow on March 20). But, according to the stories of our fellow compatriots, there have already been cases of checks when crossing the border.
