Despite the fact that pediatricians recommend refraining from such trips with one-year-old children, sometimes trips abroad are necessary due to various circumstances. Does a newborn baby need a passport?
Until recently, when traveling abroad with a child, it was enough for parents to provide their passport, in which the identity of the baby was entered. . But in March 2010, the situation in this matter has changed dramatically. Now the baby is required to have a foreign passport (it is also called a “child travel pass”) in order to go on a trip with mom and dad. This document is necessary even for those children who are not even a week old.
Not all parents understand that if the baby travels with one of the guardians, the permission document of the second for a short trip is not needed. Although the embassies of some countries necessarily accept a certified paper in a notarial form, which allows a newborn to travel with one of the spouses. Recently, it has become possible to issue a notarized consent of one of the spouses, which is valid for more than one trip and until the expiration of the use of documents (visas and child's passports) or the young traveler comes of age. There are several states where a one-year-old child does not need a passport, a birth certificate is sufficient, which must indicate the citizenship of the newborn. We are talking about countries like Belarus, Tajikistan, Kazakhstan, Abkhazia and South Ossetia. In other countries, it is mandatory to issue a foreign document.

The most popular way to obtain a passport for an infant is a personal visit to the Office of the Federal Migration Service at the place of residence. This method seems to parents more reliable, because they can see for themselves that their documents have been accepted and they meet all the requirements.

The passport of the child can be both old and new. The second is also called biometric, and the presence of the baby is required for its registration. But many parents consider it inappropriate and the wrong move to take a baby with them. Therefore, they choose the first version of the passport, which is issued for a period of five years, motivating their decision by the fact that after this time the baby will be completely different from the photographic image taken at the age of one month. In addition, other documents may be required. We are talking about a visa, residence permit, marriage certificate of parents. Sometimes it also happens that the baby’s birth certificate does not contain the name of the parent that is indicated in his passport. In this case, you need to document that you are you. What is the best way to photograph a child for a passport?
A rather difficult moment in obtaining a passport for a one-year-old child is a photograph. The Federal Migration Service has special requirements for the picture: it must look clear, be taken against a light background, and the child must be captured with open eyes. At first glance, this is not very difficult, because we are talking about a baby who has not really learned to hold his head. But faced with this, you will understand that here you may need the hand of a specialist.
A photo can be taken in a special salon, but be prepared to spend a lot of time to achieve a more or less acceptable result. The child gets tired quickly, starts to cry and act up, so the best pictures are taken in the first minutes, while the baby has not yet blushed from screams or laughter. You can entertain the baby and draw his attention to the camera using various toys.

You can also take a photo yourself. In a familiar environment, the child behaves calmly, you can choose the time when he is in a good mood. True, you will have to suffer with the installation and selection of the background - it must be light. Some parents do the following: put the baby on a white diaper and take a picture. Others simply take the baby in their arms (so it will be calmer for him) and photograph him in this position.
And some parents take several different pictures, burn them on a disk or flash drive and take them to the salon, where Photoshop masters will remove everything superfluous from the photo, including the person holding the baby in his arms.

At the Federal Migration Service at the place of registration, a travel document for a child will cost quite cheaply: 100 rubles (35 hryvnias) costs registration and another 65 rubles (25 hryvnias) will have to be paid for the form. Total - 165 rubles (60 hryvnia).
More urgent registration (10 working days) costs 300 rubles (120 hryvnia).
Do not forget that the need to issue a child's travel documents exclusively at the place of residence gives profit to intermediary firms, who ask for a children's travel document from 2 to 5 thousand rubles (400-1000 hryvnia). The farther your place of registration is from the Federal Migration Service, where the company is engaged in “solving issues”, the more expensive the registration will cost you.

How to get a passport for a child under 14 and older?
To obtain a travel document for a child under 14 years of age and older, you must register in one of the UMFS departments and prepare the following documents:
- Application (questionnaire) for the issuance of a new or old generation foreign passport for a child under or after 14 years of age.
The application must be submitted by the legal representative of the child on one sheet with the back (questionnaires printed on two sheets are not accepted). The application can be made by electronic means or by hand (legibly, in block letters, in black or blue ink). Correction of errors is not allowed. The signature in the questionnaire is put by the applicant in the presence of one of the employees of the FMS.
- Personal photos (2 pcs.)
- Two black-and-white or color photographs 35×45 mm in size with a clear image of the face strictly from the front without a headdress.
- Birth certificate.
- Birth certificate of the child with a mark of belonging to citizenship or an insert to the birth certificate (if any).
- Passport of a citizen (if the child is 14 years old) or one of the parents (if the child is under 14 years old).
- Civil passport proving the identity of the child's legal representative.
- Documents confirming the rights of a legal representative.
To confirm the rights of a legal representative, a birth certificate of a minor citizen or an act of the guardianship and guardianship body on the appointment of a guardian or trustee is additionally submitted.
