Making a foreign passport is always accompanied by pleasant dreams of new travels. But do not forget that obtaining such a document takes a long time and causes many problems:
“Is it possible to issue a passport not at the place of registration?”, “How long does it take to issue it?”, “What documents are needed for this?” All these problems concern more than one hundred people.
Obtaining a passport: where, how and how much
On the territory of our country, the registration of a foreign passport is carried out in the departments of the Federal Migration Service. Such an application can be submitted by both a citizen who has permanent registration in the locality where the FMS is located, and a citizen who does not have permanent registration in the locality. The latter case indicates that the locality in which the application for a foreign passport will be submitted is the actual place of residence of the person.
How much is a foreign passport made at a place of registration? The answer to this question will be Article 10 of the Federal Law, which states that when providing a full package of documents at the place of residence, the processing time is 1 month, in case of providing a complete package of documents to the authority at the place of actual residence, that is, not at the place registration, the term of registration of the document - up to 4 months. Therefore, it is important to remember the fact that employees of the migration service are not entitled to refuse to accept an application if there is no registration in this locality.
Unfortunately, it is very difficult to send a foreign passport at the place of registration to another region. Such a problem may arise when a citizen draws up a document at the place of residence, but actually lives in another region. You need to send a lot of requests that will take a lot of time. Therefore, it would be most reasonable to pick up a foreign passport from the same department in which the application was submitted. Fortunately, the storage of the document until it is received is completely legal.
Passport: types, design features
Do not forget that there are two types of foreign passport:
- old-style (legislators have retained the possibility of issuing this type of passport, its validity period is 5 years);
- a new sample or a biometric passport (the requirements for obtaining it have been tightened, the validity period is 10 years).
Since 2015, a number of new requirements for obtaining a new type of document have been included. Now getting a passport, at the place of registration or outside of its validity, will become a little more difficult. Firstly, since 2013 there have been new requirements for photographs, which indicate that 80% of the photo should be occupied by the face, it must also be taken into account that all the main features of the face must be open (eyes, eyebrows, lips, nose) - these requirements apply to both the old and the new sample of the foreign document.
Is it possible to make a foreign passport not at the place of registration, if we are talking about a document of a new sample? Of course you can. And here changes come into force that will “push” the document to a real biometric level: now, in addition to the chip, the passport will contain information about its owner in fingerprints. What is all this for?
Firstly, in order to combat document forgery. At the moment, the process of equipping the competent authorities is still being carried out, and therefore not every subject of the Russian Federation has the opportunity to issue or change a passport at the place of registration or without it. Data of this kind will be scanned only when a citizen crosses the border. This means that the original prints will be deleted immediately after they are entered into the passport and there is no need to fear for the data.
An exhaustive list of documents for obtaining a passport
The essential documents for obtaining a passport outside the place of residence are no different from the package of documents for obtaining the same document with local registration. So, the necessary documents for obtaining an old-style passport:
- Application (filled in 2 copies in legible handwriting, letters must be printed, corrections are not allowed);
- Passport of the Russian Federation (copies of all completed pages);
- 4 photos;
- Receipt (mandatory state duty is 2,000 rubles);
- Certificate confirming the birth of a child (if required to enter data in the parents' passport);
- Military ID or certificate from the military registration and enlistment office (for male applicants).
Do not forget that a possible reason for refusing to issue a passport, both at the place of registration and without it, may be tax evasion.
Now you need to parse the package of documents for a biometric passport (a passport containing information about fingerprints).
- Application (1 copy);
- Passport of the Russian Federation (also copies of all completed pages);
- A copy of the work book for working citizens;
- Male citizens provide a military ID or a certificate from the military registration and enlistment office;
- Military personnel and officials attach a document confirming permission to leave;
- Receipt of payment of the fee (for a new passport, its size is 3,500 rubles - for persons from 14 years old, and 1,500 - for persons under 14 years old);
- Original and copy of birth certificate (for persons under 14, and from 14 to 18 years old);
- Passport of a citizen of the Russian Federation for representatives of the child or a document confirming the right of a legal representative (for persons under 14, and from 14 to 18 years old);
- A document that indicates the fact of a change of surname (if the surname in the birth certificate does not match the surname at the moment).
A new passport is issued at the place of registration in the obligatory presence of the child. The same rule applies to the execution of such a document without registration.
Obtaining a passport, which is done at the place of registration within a month, and without it - within 4, is a very voluminous and complex process. Attention will be the key to success.
