Is it possible to renew a passport through public services and how it is replaced

In 2009, the Public Services Portal was launched on the Russian Internet. One of the most popular services issued with its help is the issuance of a passport. Citizens whose previous passport is about to expire are often interested in: how to renew a passport through the State Services. It is important to know that you cannot renew your passport. If it expires, then the passport can be changed.

The State Services Portal, otherwise known as the Electronic Government of the Russian Federation, provides services only to registered users. Registration is not difficult, but it takes time. That is why it is worth registering on the portal in advance.

It is important to know that during registration, the user indicates personal information, including the pension certificate number (SNILS). If a citizen did not receive SNILS, it is necessary to do this at the Pension Fund at the place of registration.

The public services portal is located on the Internet at www.gosuslugi.ru. On the page that opens, at the top right, click "Registration" and enter the last name and first name, e-mail address or mobile phone number.

After completing this page, a message will be sent to the specified e-mail asking you to confirm the address. If the user has chosen a phone number, then a code will be sent to the specified number, which is necessary for further registration and creation of a Personal Account.

One of the necessary steps is to choose a method for obtaining an activation code, the introduction of which will confirm the identity.

For this, three methods are used:

  1. Using the Russian Post. The code is sent by registered mail to the specified address. The delivery time of the letter is 1-2 weeks. The letter with the code must be picked up at the post office at the place of residence.
  2. It will take 1-2 days to get the code at the Rostelecom office, having come there with a passport and SNILS.
  3. Using an electronic signature.

Then you should continue further registration without waiting for the code. All fields of the questionnaire are filled in, including the number of the pension certificate (SNILS) and the individual taxpayer number (TIN).

The instructions on the site are logical and clear. The main thing is to enter the necessary information accurately and without errors. After filling out and sending the questionnaire, you need to wait for the activation code. The received code should be entered on the site, after which access to the Personal Account opens.

Personal account on the public services portal

The entrance is carried out from the main page of the portal. At the top right is the "Login" button. When clicked, a page opens where you need to specify your login, password and SNILS number (or mobile phone number).

Being in the Personal Account, you can change the password and fill out the questionnaire in full, indicating the TIN and other data that were not specified during the initial registration. You cannot re-register on the site. Therefore, fill in the personal data should be carefully and without errors.

Issuing a passport using the portal

You can find the service you need - obtaining a foreign passport - using the search bar at the top right. An electronic application is made out on the page of the Federal Migration Service. This department was disbanded in April 2016, but the service page still exists on the State Services portal.

The portal page dedicated to the Migration Service lists all the services provided through the State Services. This list selects "Issuance and issuance of passports of a citizen of the Russian Federation, proving the identity of a citizen of the Russian Federation outside the territory of the Russian Federation, containing electronic media" (the first in the list). This is a new passport, valid for 10 years.

You can select the next item on the list, which lists the procedure for obtaining an old-style passport with a validity period of 5 years. There is no fundamental difference between the procedure for obtaining one or another document. To obtain a biometric passport, you will have to additionally visit the migration service office to take a photo and be fingerprinted.

The state duty for issuing a new-type passport from August 3, 2018 is 5,000 rubles (for children under 14 - 2,500 rubles), the old-style one - 2,000 (for children under 14 - 1,000) rubles. Until January 2019, a 30% discount is provided when paying the state duty through the State Service portal.

The page that opens contains all the information on how to receive the requested service: a list of documents, the cost and terms of receipt, who receives, the reasons for the refusal (if it was refused). After studying the information, click the "Get Service" button.

First of all, the applicant chooses the nearest branch of the migration service, where he will receive a ready-made passport. When a city name is entered, the site offers several branches to choose from. For the selected branch, the exact address, phone number and hours of operation are shown.

Filling out the questionnaire

After that, you should fill out the application form for a new generation passport. Basic information about the applicant (surname / name / patronymic, date of birth, etc.) is automatically taken from the data entered during registration. Further, passport data and information about the previous foreign passport are indicated. It is necessary to report on access to classified information (in the past or now), a criminal record (if any), etc.

The most difficult part of the questionnaire is information about the applicant's employment in the last 10 years. In chronological order, all options for the applicant's activities during this period are listed: study, military service, labor activity. Information about work is taken from the work book. Time intervals are indicated with an accuracy of up to a month. If for some time the applicant did not work, then this is also indicated in the application with the obligatory mention of the address of residence.

After filling out the form, a digital photo is uploaded. It is needed only for the application form - the photo used for the passport will be taken at the migration service department. A photo can be taken at home, observing the requirements of the portal: size 3.5 × 4.5 cm, color or black and white, the background is light, plain. It is possible to slightly edit the image through the State Services.

After uploading all the data and photos, the system will prompt you to check the correctness of the entered information and choose the method of notification about the progress of the service (e-mail, SMS or notifications on the site). When all stages are completed, the application is sent for consideration. To do this, click the "Submit Application" button.

What documents are required

If everything is done correctly, the system will accept the application and photo, and in a few days the applicant will receive a message with an invitation to visit the selected branch of the migration service. Here, using special equipment, a photo for a passport will be taken and the necessary documents will be accepted, including:

  • Internal general passport (original and copies of pages with a photo, registration and the last page listing previously issued passports).
  • Previous passport. If the passport has expired, the owner has the right to keep it. Previously, on the first page, the migration service officer cuts out the passport number and stamps “cancelled.
  • A birth certificate is provided if a passport is issued to a child. Children under 14 years of age require confirmation of existing Russian citizenship (insert or stamp on the birth certificate).

  • Confirmation of payment of the state fee (new passport for an adult - 3500 rubles). It is paid at the bank branch (at the cash desk or ATM) or at the terminal at the migration service office. Bank details should be specified in advance. Residents of the Kaliningrad region do not pay the state duty for obtaining a passport.

  • Men of military age provide a military ID or a certificate from the military registration and enlistment office.
  • The military personnel provide permission from the command, drawn up in the prescribed form.
  • If the passport is issued in an urgent (3 days) order - documents confirming the need for this. This may be a letter from a Russian or foreign clinic indicating the need for treatment abroad, or a telegraph message about a serious illness or death of a foreign relative.

The exact list of required documents is indicated in the message received after the approval of the application submitted through the State Services. The office of the Migration Service must be visited within two weeks after receiving the notification, otherwise the application will be cancelled.

Since January 1, 2015, new generation passports (otherwise called biometric) have been issued with fingerprints. The fingerprinting procedure is carried out in the offices of the migration service on the day when the documents are submitted.
