Obtaining an identity card valid on the territory of foreign countries has long become an urgent need for many Russians.

Foreign travel, vacation trips, visits to relatives and friends, business trips or an exciting new job - all this cannot be accomplished without obtaining a foreign passport. However, the concept of “registration”, which has sunk into oblivion, still misleads many citizens for whom obtaining this document has become necessary. How to draw up a document with only temporary registration, where to apply and what documents should be submitted - this publication will answer all these questions.

Who will be denied?

So, the inspector of the Federal Migration Service does not have the right to refuse to accept documents for a passport to the applicant due to the existing temporary registration. But is it possible to obtain the document in any case? There are several categories of persons for whom it is impossible to obtain a foreign passport, not due to the lack of registration.

This list includes:

  • conscripted military personnel whose term of service has not expired;
  • persons under investigation or with an outstanding criminal record;
  • citizens hiding from the performance of state military duty, having debts on taxes, enforcement payments (alimony), etc.

International passport at the place of temporary registration

Registration of a foreign passport is possible both by permanent registration of a person’s location and by temporary registration. There is an opinion that a document without temporary registration will not be issued. This is not so, and is enshrined in law in clause 1.3 of the Instruction of the Ministry of Internal Affairs of the Russian Federation “On the procedure for registration and issuance of foreign passports to citizens of the Russian Federation” dated May 26, 1997 No. 310, which explains that a foreign passport can be issued to persons without permanent registration at the place of temporary residence or actual accommodation.

There are no grounds for refusing to receive a document if a Russian’s internal passport contains a temporary registration stamp.

But you will have to prepare for the fact that this process is very troublesome and lengthy, since for this category of citizens the legal period is four months from the date of submission of the application for obtaining a foreign passport.

The duration of the procedure is due to the fact that, within the allotted period of time, requests are made at the applicant’s place of permanent residence. The process can be accelerated only in exceptional cases, for example, when documenting the illness of a close relative located abroad. If there is a proven emergency, you can apply for a passport in 3 days.

Otherwise, holders of temporary registration can obtain a foreign passport in the same manner as with permanent registration. A passport is issued at the request of the applicant, both in the old version and with a new document - biometric. When filling out the application, you must indicate not only your place of registration, but also your actual address of residence.

Documents to be received

The applicant himself decides which passport to obtain. Today, a document in a regular format with a 5-year validity period is still relevant. Since 2019, the application form has been updated, the form of which can be downloaded here.

There are requirements for filling out this document:

  • all fields of the questionnaire are required and must be filled out (without errors, blots, corrections) in capital letters;
  • The applicant's full name is placed on one line in the 1st paragraph of the application form;
  • the form consists of 2 pages on one sheet and is filled out on both sides;
  • the document is drawn up in 2 identical copies.

In addition to the completed application form, the following documents are required to obtain a passport:

  • if paragraph 14 of the questionnaire does not include complete information about work activity for the last 10 years, then you must fill out the appropriate appendix to the questionnaire, in which you only need to indicate the remaining data;
  • Russian passport and photocopies of completed sheets;
  • birth certificate – for children under 14 years of age;
  • a receipt confirming payment of the established fee;
  • three photographs;
  • men of military age - a military ID with existing marks (on completion of service, limitations due to health conditions or unsuitability for its completion). Those who did not serve - certificate f. 32;
  • a previously received foreign passport with an unexpired validity period;
  • convicts who were under investigation or serving a sentence - a court decision, a certificate of cessation of prosecution or release.

For urgent consideration of an application, submit one of the following documents:

  • a letter from the Russian healthcare authority certifying the need for urgent travel outside the country for treatment;
  • a certificate from a foreign medical organization confirming the urgency of the trip;
  • a certified telegram received from abroad confirming the fact of a serious illness or death.

Documents issued abroad, copies of which are submitted to obtain a passport, must bear the marks of Russian consulates or diplomatic missions. Documents written in a foreign language must be translated into Russian. The identity of the translation to the original text and the authenticity of the translator's signature are certified by a notary.

The state fee for obtaining a foreign passport according to the old model is 2 thousand rubles. For a passport of a minor citizen it is 1 thousand rubles.

Biometric for 10 years

Not long ago, the issuance of new generation international passports began - a document with the owner’s biometric data. Unlike a regular document, a biometric document is valid for 10 years. There is a special logo on its cover, and on the first page, which resembles a plastic insert, there is an electronic chip that stores information about the owner.

A biometric passport is a personal document that cannot include children. A separate passport is issued for each child of any age.

Since the beginning of 2019, significant changes have been made to the application forms for a new generation international passport. This is due to the fact that questionnaires can be processed automatically. All form fields must be filled out in capital letters on both sides of the sheet. The applicant's full name is placed on one line of the first paragraph.

You can fill out the form by hand, legibly, without errors or corrections, in blue or even ink, or in a computer program.

In addition to the questionnaire filled out in 2 identical copies, you should prepare:

  • an appendix to the application, if clause 14 does not completely contain all the information from the work book for the last 10 years;
  • internal Russian passport and its copy;
  • a receipt confirming payment of the duty;
  • one photograph;
  • a previously received passport, if its validity has not expired;
  • for men of military age - military ID with marks of completion of service or unfitness for health reasons, certificate f. 32;
  • work book (original) or certificate for 10 years (for unemployed citizens or pensioners);
  • citizens who have served a sentence or were under investigation - a court verdict, a certificate of release or termination of prosecution.

When preparing a document for children, they present birth certificates. When accepting documents to obtain a new type of international passport, the applicant will be photographed, and it is this photograph that will appear in the document and electronic chip. The right to choose a passport model remains with the citizen.

Both forms are used in the country, and legislators do not intend to abolish the usual document format. When issuing a passport using new biometric technologies, it is mandatory to take fingerprints of the index fingers of both hands. All applicants over 12 years of age are subject to this procedure.

Persons with security clearance

If, during any period of work or study, the applicant received special access to particularly important or secret information related to state secrets, then this information must be indicated in paragraph 10 of the application form concisely and clearly.

Note that issuing a foreign passport for persons who once worked with secret documents will take more time, however, the 4 months provided for by law for processing the documents of a citizen with temporary registration is quite enough for the inspection authorities to find out all the nuances.

Where to submit?

There are several ways to apply:

  • to the territorial body of the Federal Migration Service;
  • into a single multifunctional center;
  • online on the government services portal.

The procedure for submitting applications is simple, detailed in the smallest detail and extremely time-saving. The deadline for reviewing documents does not change depending on the method of submission; it does not change either when documents are directly submitted to the inspector of the Federal Migration Service, an MFC specialist, or when using an Internet resource. For citizens with temporary registration, in any case it will not be less than four months.

If for some reason the issuance of a foreign passport to the applicant is refused, then you can return the amount of the paid state duty by submitting an application to the FMS department.
