Foreign passports and documents

What should a foreigner do after receiving a temporary residence permit in Russia

Foreign citizens who want to live permanently in the Russian Federation must first obtain a temporary residence permit. This is the first and necessary stage of legalization. But for the move to be successful, you need to understand the big picture and know what to do after receiving the TRP.

When the TRP is successfully obtained, the migrant has the right to reside in the Russian Federation. After receiving it, the following steps are ahead:

  • Registration at the place of permanent residence.
  • Registration of a migrant from another country with the specially authorized bodies of the GUVM (former FMS).
  • Annual confirmation of your status.
  • Registration of permanent residence.
  • Obtaining Russian citizenship.

TRP is issued for 3 years and is not renewable. During this time, the foreigner must decide on his future status.

It must be said that not all migrants living in Russia apply for citizenship. Some are satisfied with obtaining a residence permit, while preferring to remain citizens of their country.

What are the deadlines for registration?

First of all, a migrant who has been issued a TRP needs to be registered. This must be done no later than 7 working days from the receipt of the relevant stamp. If it is not possible to register at the place of residence, it is necessary to get on the migration register.

In the application for registration, you must indicate your address and contacts. In this case, it is necessary to confirm the legality of residence at a particular address. There are several ways to do this:

  1. Presentation of a rental agreement.
  2. Obtaining permission from relatives who agree to register a migrant in their living space.
  3. Providing documents that can confirm the ownership of real estate.
  4. In the case of registration on municipal housing, permission from the Department of Housing will be required.

Sometimes employees of the migration authorities require the presence of the owners of the housing rented by the migrant.

When and how to confirm RVP

Obtaining a TRP does not mean that a foreign citizen will not be controlled. The TRP that he received must be periodically confirmed.

First of all, the migrant will have to obtain a certificate of registration with the tax authority (TIN). The document must be drawn up within a year and submitted to the General Directorate for Migration.

In addition, after the first year of residence, it is necessary to submit a notification to the territorial body of the migration department within two months. It must confirm that the foreign citizen really lives in Russia. It must be accompanied by a certificate indicating income or other documentation confirming the source of earnings and its amount for the past calendar year.

Is it possible to work on RVP

One of the main issues that worries migrants is the opportunity to work on a temporary residence permit. Here, too, has its own characteristics. A foreigner has the right to find a job with this document, but only within the subject of the Russian Federation in which he was issued the appropriate permit. If a migrant wants to be employed by individuals, he needs to apply for a patent.

Otherwise, the implementation of labor activity by foreigners is carried out on a general basis. They are covered by the Labor Code, and at the time of entry into the service it will be necessary to provide the employer with a work book and TIN.

RVP gives other privileges. A person receives the right to free medical care, can establish his own business without issuing other permits. Migrants may not serve in the Armed Forces, but they have the right to sign a contract for military service.

Is it possible to travel abroad with a RVP

Often migrants who have received TRP and do not know what to do next are interested in the opportunity to go abroad during this period.

Of course, no one has the right to restrict the freedom of movement of a person. It is possible to travel outside the Russian Federation at this time, but there are some restrictions. In Russia, a person must stay for at least six months during each calendar year, otherwise the permit will be canceled, and it will be possible to issue a new one only after a year. After obtaining a residence permit, such restrictions will no longer exist.

Departure times are cumulative. In other words, that is, it does not matter if a migrant left Russia several times in total or for 6 months at once, then the next time he will be able to leave only six months after his return.

There is one more nuance. If a foreign citizen travels to a visa-free country, he will be able to get by with a minimum number of documents: a passport along with a TRP is enough. If the country is a visa country, a so-called temporary stay visa is issued. All necessary documents for a visa must be submitted to the Consulate of the country where you want to travel. At the same time, it is better to have a margin of time, since the application may be considered longer than the documents of Russian citizens.

There are features in relation to trips around Russia. A migrant cannot change his place of residence under the RWP. He must live in the subject of the Russian Federation where he was issued a permit. However, there are a few exceptions to this rule:

  • If the migrant is allowed to participate in the federal program for the voluntary resettlement of compatriots.
  • If a foreign citizen has family members who live in other Russian regions.
  • If the migrant owns real estate in other regions.

In all of the above cases, those wishing to move will have to apply to the migration authorities. Such a statement is submitted to the GUVM either at the place of current residence, or where the migrant intends to live in the future.

Further obtaining a residence permit

After three years, when the RVP expires, the foreigner will need to leave Russia or apply for a residence permit. At the same time, it should be taken into account that obtaining a TRP is also a lengthy process and can take from 6 months to a year. In order not to have to leave and there are no problems with the migration services, you should take care of the registration in advance.

To start this process, one must fill out a special application form and submit it to the GUVM along with other supporting documents. You will also need to pass an exam on knowledge of the Russian language, basic laws and history. If a positive decision is made, the foreigner receives almost all the same rights as the citizens of Russia, except for the right to participate in elections and some others.

There is one more feature. An application for a non-residence permit can be submitted 2-6 months before the expiration of the TRP, but no later. Specific terms depend on the grounds on which the migrant intends to obtain permanent residence. If a foreign citizen delays this period, the entire process of legalization through the TRP will have to start over.

Finally, the final stage for the future Russian will be obtaining citizenship. For law-abiding foreigners, this is usually not a big problem.
