Why renew a residence permit in the Russian Federation?

A residence permit in Russia is issued for a period of 5 years. Unlike temporary stay, it gives the right to stay throughout the country, and not just in the region where the migrant is registered. This is the last step before applying for Russian citizenship. However, many foreigners do not want to completely break ties with their homeland and are ready to limit themselves only to a residence permit to build a life in Russia, in this case, they simply do not apply for citizenship, but extend the residence permit as many times as they want to live and work in Russia. RF. Citizens of some countries, for example, the Republic of Belarus, do not even need additional permits to work in Russia.

As soon as the five-year term of the residence permit expires, the foreigner loses the rights that he gives. He may be subject to all sanctions that are provided for by the legislation on the situation of foreigners or stateless persons. In particular, a person may be deported to his homeland or to another country with which he has legal ties with the imposition of a fine in the amount of 2,000 to 5,000 rubles.

An employer who employs migrants also needs to be attentive to the timely extension of the residence permit of their employees. The use of illegal labor in the country is punishable by a fine of up to 50 thousand rubles.

Procedure for extending a residence permit

A residence permit can be renewed no later than two months before the expiration of its five-year period. It is not at all necessary to wait for it to end, but it will last no more than a maximum period of 5 years. To do this, a foreigner must appear at the FMS office at the place of registration. He must have with him:

  1. application for the extension of the residence permit. It can be downloaded online along with a sample, or received directly when submitting documents. It is filled in Russian, without errors, abbreviations and corrections. All information provided in it must be true.
  2. standard photo 3.5*4.5 cm. It can be color or monochrome, taken on a white background. As with the first application for a residence permit, a person must be depicted from the front. Headdresses can only be of a religious nature, not covering the face, it is allowed to use optical glasses with transparent glasses in a thin frame and eye patches for medical reasons. It is better to refuse large accessories.
  3. identity document and its copy, translation into Russian certified by a notary. This is usually the internal passport of the country whose citizenship the migrant has.
  4. Residence permit with notes on annual re-registration and registration at the place of residence;
  5. proof of payment of fees. Regardless of whether a residence permit is obtained for the first time or an extension of a residence permit is issued, the amount of the fee remains the same - 3500 rubles.

It is advisable to have with you:

  • confirmation of financial security. It is optimal if a foreigner has found a job in the Russian Federation. In this case, he will provide a work book and a certificate from the place of work indicating the length of service, position and salary. If this is not the case, then an extract from a bank account on the turnover of funds in the amount of 12 minimum living wages per person per year, or a certificate of accrual of social benefits and pensions, is sufficient.
  • real estate lease agreement or certificate of ownership of housing.

Attention! The application is considered within 3 days, after which a certificate is issued stating that the residence permit is in a state of renewal.

A residence permit can be extended an unlimited number of times.

Reasons for refusal to extend a residence permit

Most foreigners and stateless persons have no problem renewing their permit. The legislation provides for refusal in cases to the applicant if he:

  1. provided knowingly false information or forged documents;
  2. the migrant poses a risk to security and the constitutional order in the Russian Federation;
  3. is suspected of participating in or assisting terrorist or extremist activities;
  4. was expelled or deported from the Russian Federation within the last 5 years;
  5. has been issued to a foreign country in the previous 10 years;
  6. cannot provide health certificates indicating the absence of HIV infection or diseases requiring quarantine treatment;
  7. concluded a fictitious marriage;
  8. left Russia for more than 6 months a year or left for permanent residence in another country;
  9. does not have a place of residence in the Russian Federation;
  10. does not have sufficient financial security based on 12 monthly living wages per year;
  11. brought to criminal responsibility in cases of grave or especially grave crimes, or has an outstanding conviction in such cases;
  12. two or more times brought to administrative responsibility in connection with the violation of public order or the order of residence of foreigners in the Russian Federation.
  13. brought to criminal or administrative responsibility for offenses related to drug trafficking.
