What is a temporary residence permit in Russia

A temporary residence permit gives a foreigner or stateless person the right to legally live and work in Russia. It is a stamp that is placed in the document proving the identity of the migrant. For stateless persons who do not have it, the TRP is issued in the form of a separate paper.

Ukrainians who have issued a TRP have a number of advantages. Yes, they are entitled to:

  • 12 months after its receipt, apply for the issuance of a residence permit, and subsequently citizenship;

  • freely cross the borders of the Russian Federation;

The number of permits issued annually by the migration authorities of the Russian Federation is limited. Their number is set by the government for each subject separately, taking into account the demographic situation in the region and its ability to receive immigrants.

How to become the owner of a quota: a sequence of actions

To allocate a quota, it is necessary to submit a written application to the commission formed at the local branch of the Main Directorate for Migration of the Ministry of Internal Affairs of Russia. It usually indicates:

  • reasons for obtaining a TRP;
  • passport details of the applicant and his marital status;
  • the intended address of residence;
  • data on work in the region and the amount of income received;
  • information about close relatives permanently residing in Russia.

Children in need of a quota do not submit a separate application. Information about them is included in the application of the parent or legal guardian.

What you need to apply for a quota

Currently, there is no single sample application for a quota. Each department of the Main Department of Internal Affairs of the Ministry of Internal Affairs adopted the use of its own form of this document.

In addition to the application, the commission must submit:

  • migration card;
  • a form of notification of entry into the country with a stamp on the registration of a citizen of Ukraine for migration registration;
  • any papers that indicate the seriousness of the applicant's motives (diplomas of educational institutions, work book, employer's petition, etc.).

The procedure for granting quotas varies from region to region. Somewhere applications for their extradition are accepted in the first days of each month, and somewhere - only at the beginning of the year.

In Moscow, questionnaires are submitted for the quota once a month. And here it’s how lucky: someone is singled out on the first attempt, and someone on the 21st (figuratively). And in St. Petersburg, quotas are issued once a year. The queue of Ukrainians for the quota is approaching 5,500. And only 300-350 quotas are allocated per year.

The number of applicants for TRP, as a rule, far exceeds the number of documents planned for issuance, so experienced people advise to queue in advance. This is especially true in such regions popular among Ukrainian migrants as Moscow, the Republic of Crimea and Sevastopol.

List of required documents

Along with the application, the applicant must submit the following papers to the competent authorities:

  1. Foreign passport of a citizen of Ukraine or, in his absence, another identity document.
  2. Valid migration card.
  3. Two full-face photographs, 35 x 45 mm. Foreigners whose religious beliefs do not allow them to appear in public with their heads uncovered are allowed to provide pictures in headdresses. Persons with poor eyesight may be photographed wearing glasses with light lenses.
  4. Certificate of no criminal record in the home country (valid for 3 months).
  5. Documents confirming the applicant's right to receive a temporary residence permit without taking into account quotas. For example:

  • birth certificate of the child;

Within 60 days from the date of application, the competent authority must send a notification to the citizen of Ukraine about the decision made. It is not worth counting on receiving a TRP within the time limits specified in the laws. First, you should add a month to collect certificates. It took me only 3 weeks to get a medical certificate: the veterinary dispensary works one day, there is a queue, they take an analysis, then wait a week for the result. The same story in the TB dispensary, only in narcology everything was resolved in one day. Then going to the FMS - there are also queues and how lucky. You also need to find out in advance when they work. When I first arrived (FMS in Moscow, on Polbin, near the Pechatniki metro station) - I didn’t wait for my turn. On the next reception day, I arrived at 6 in the morning (the FMS started working at 9, it seems) - it turned out to be already the ninth. By lunchtime I got an appointment - and went home, they found fault with the questionnaire, like it was filled out incorrectly. Then another unsuccessful attempt was made. In general, I passed the documents only on the third attempt. And then they delayed the issuance of the TRP for more than a month. And after that, registration at the place of residence, registration, filling out personal accounts. Refusal to issue a TRP or its cancellation

  2. Providing false or invalid documents;
  3. Having an outstanding conviction.
  4. Deportation or administrative expulsion of a foreigner from the borders of the Russian Federation within 5 years prior to filing an application.
  5. Repeated prosecution of an immigrant for violations of public order, drug trafficking rules, the regime of residence and work of foreigners.
  6. Departure of the permit holder to another country for a period exceeding 180 days per year;
  7. Recognition of a marriage with a Russian citizen as fictitious if a foreigner received a TRP without taking into account quotas based on his conclusion.
  8. The foreigner does not have a legal job or income exceeding the subsistence minimum in the region of stay. This provision does not apply:
    • for students of secondary and higher educational institutions;
    • for pensioners and the disabled.
  9. The presence of an immigrant drug addiction or dangerous infections.

A refusal to provide a temporary residence permit can be appealed to a higher body of the Ministry of Internal Affairs or in court within three working days. At the same time, the foreigner retains the right to stay in Russia for the entire period of consideration of the appeal.
