Kyrgyzstan is a country in Central Asia, formerly part of the Soviet Union. Its citizens often use the name Kyrgyzstan or Kyrgyzstan (with the letter "y" instead of "i") and, accordingly, call themselves Kyrgyz. The population of the country is just over six million people. Probably at least one member of every Kyrgyz family worked in Russia. And it is no coincidence. First, you should pay attention to the fact that Kyrgyzstan has been a member of the Eurasian Economic Union (EAEU) since August 12, 2015. Russia stands at the origins of the creation of this supranational body. She is its founder. Now the EAEU includes Russia, Belarus, Kazakhstan, Armenia, Kyrgyzstan.

When employed at a Russian enterprise, the Kyrgyz do not issue a work permit in Russia

Previously, the Kyrgyz were required to obtain a special permit or patent for employment in the Russian Federation. Now, when Kyrgyzstan has become a full member of the EAEU, this need has disappeared.

Kyrgyz can get jobs in much the same way as Russians. Especially according to their national documents, recognized throughout the EAEU. But there are still differences.

You must submit to the Human Resources Department:

  • passport;
  • employment record (if any). For the first time, it is drawn up by the employer;
  • education documents;
  • medical insurance (voluntary);
  • certificate of passing the exam in Russian;
  • temporary residence permit (TRP).

All national documents must be with a translation into Russian, certified by a notary.

Registration of RVP

Yes, now the Kyrgyz do not need to obtain a work permit in the Russian Federation. But no one canceled the need to draw up another document. This is a temporary residence permit (TRP) in Russia. It must be received by those who have been in the Russian Federation for more than 90 days. What does it give? In the presence of a temporary residence permit, foreign citizens are allowed to stay in Russia for three years. But there are also certain limitations.


Kyrgyz citizens are issued a temporary residence permit in Russia for a period of three years.

The issuance of a TRP is regulated by Federal Law No. 115-FZ of July 25, 2002 (as amended on July 29, 2017). According to paragraph 5 of Art. 13 of this normative act, foreigners are not entitled to work outside the region of the Russian Federation where they are allowed to live.

The TRP is issued by the GUVM of the Ministry of Internal Affairs of Russia (Main Directorate for Migration). The term for consideration of applications for citizens of Kyrgyzstan is 60 days.

A package of documents for obtaining a TRP:

  1. Application of the established form for the provision of TRP.
  2. Internal civil passport of Kyrgyzstan.
  3. Six photographs 3.5X4.5 cm.
  4. Original and copy of the completed migration card.
  5. Original and copy of the document confirming registration at the place of residence in the Russian Federation.
  6. Medical certificate confirming the absence of dangerous diseases and drug addiction.
  7. A document confirming the absence of a criminal record or its repayment.
  8. Original and copy of marriage certificate.
  9. Original and copy of birth certificate for minors.
  10. Certificate of knowledge of the Russian language, fundamentals of legislation and history.
  11. A document confirming the payment of the state fee (1600 rubles).

The original documents are given to the applicant immediately after verification of authenticity. RVP is issued on a separate form or in the form of a stamp in the passport.

After the expiration of the permit for further stay in the territory of the Russian Federation, it is necessary to issue a residence permit (residence permit). And later, perhaps, Russian citizenship.


Residence permit is issued for a period of 5 years

For all foreigners, including the Kyrgyz, quotas for issuing TRPs are set annually. This issue is dealt with by the government of the Russian Federation. A citizen of Kyrgyzstan can clarify the availability of a quota at the regional migration service. But there are some nuances.

The presence of a quota for issuing a TRP is not required in cases where the applicant:

  • born in the former RSFSR or on the territory of modern Russia;
  • has incompetent parents who are citizens of Russia;
  • is incapacitated and is raising a child with Russian citizenship;
  • married to a citizen of the Russian Federation;
  • served or is serving in the armed forces of Russia;
  • is a member of the state program for the resettlement of compatriots.

Russian language exam

In Kyrgyzstan, Russian is not a state language, although it has official status. What follows from this? Kirghiz who want to work in Russia still have to pass an exam on knowledge of the Russian language, Russian history and the basics of law. He is paid. The cost is 5.3 thousand rubles.

Employer's obligations

When hiring a citizen of Kyrgyzstan, an employee of the personnel service of a Russian enterprise is obliged to check with a foreigner the presence of a RVP and draw up an employment agreement in accordance with applicable law. On this basis, an entry is made in the work book. It is also possible to sign a civil law contract.

The employer, within three days after completing the necessary documents, notifies the local authorities of the Main Department of Internal Affairs of the Ministry of Internal Affairs of Russia about this. There are administrative financial sanctions for failure to comply with this requirement.

Violating enterprises and organizations are subject to suspension of economic activity for up to three months or a fine of up to 800 thousand rubles. Responsible officials are also punished. In this case, a fine of 30 to 50 thousand rubles is charged.

The history of relations between Kyrgyzstan and Russia in the field of labor legislation after the collapse of the USSR has undergone a number of changes. The latter are positive. The main thing to note is Kyrgyzstan's entry into the Eurasian Economic Union. Thus, a public interstate labor market was created.
