What rules have been in force so far


Art. 106. The Air Code of the Russian Federation provides that a passenger of an aircraft has the right to carry his baggage free of charge within the established norm. At the same time, “the norms of free baggage allowance, including things carried by the passenger, are established depending on the type of aircraft and may not be less than ten kilograms per passenger ”. The specific rules were set by the airlines.

What changes are approved by the Federation Council


The approved bill provides that “an agreement for the carriage of passengers by air, providing for the condition of non-refund of the carriage charge ... may not include the free baggage allowance. " Specific rules are established by the carrier, who "Must inform aircraft passenger on the conditions of baggage and carry-on baggage ". Therefore, total free baggage cancellation will only apply to non-refundable fares.

In addition, instead of "things carried by the passenger", the concept of "hand luggage" was introduced into the code. The right to "free carry-on baggage within the limits set by the carrier" is separately stipulated.

The law will come into force after 60 days after being signed by the president and published.

What does the Ministry of Transport offer


The Ministry of Transport has developed its own draft amendments to the Federal Aviation Rules aimed at regulating the issues of passenger transportation under an agreement that does not provide for a free baggage allowance. In particular, they provide for:

- Minimum hand baggage weightthat airlines set for passengers, must be at least 5 kg. Carriers can change this figure upwards.

- Additionally, without presenting for weighing, the passenger will be able to carry only a handbag or briefcase, baby food, a suit in a garment bag, a carrycot when transporting a child, crutches, a folding wheelchair.

At the same time, the Ministry of Transport explained that passengers are also not prohibited from taking in hand luggage a folder for papers, an umbrella, a cane, a bouquet of flowers, outerwear, printed publications for reading in flight, a cell phone, a camera and a video camera provided for by the current regulations. All of these items can be included in the minimum carry-on baggage allowance of 5 kg.

These rules are currently at the stage of public discussion, as a result of which they may be amended.

What are the rules for Russian airlines


Airlines have so far interpreted the 10kg free baggage provision in different ways.

Aeroflot

The rules (“Budget” tariff) provide for free transportation of one piece of baggage up to 23 kg in the baggage hold (two pieces on a number of long-distance destinations), as well as free transportation in the cabin of hand luggage weighing up to 10 kg. Paid baggage transportation (exceeding the number of seats with the allowance for one piece) costs 2.5-7.5 thousand rubles. (€ 50-200, $ 50-200 on foreign routes). There are also separate surcharges for excess weight and size by the sum of three dimensions - 2.5-7.5 thousand rubles. (€ 100-200, $ 100-200).

A free 10 kg baggage allowance is allowed in the hold. Only the following items can be transported free of charge in the cabin: one handbag or one briefcase (not exceeding 75 cm in the sum of three dimensions), a folder for papers, an umbrella, a cane, a bouquet of flowers, outerwear, printed materials for reading in flight, baby food for a child during the flight, a cell phone, a camera, a video camera, a laptop, a suit in a garment bag, a cradle when transporting a child, crutches, a stretcher or a wheelchair). Paid baggage allowance up to 10 kg in the cabin - 999-2 thousand rubles. (up to € 35 on foreign routes). Paid transportation in the luggage compartment up to 20 kg - 1.5–3 thousand rubles. An S7 passenger who buys a Basic Economy ticket can carry a box or bag weighing up to 10 kg and measuring no more than 55x40x20 cm, as well as alpine skis or snowboards weighing up to 23 kg, free of charge in hand luggage. Baggage is paid separately according to the tariff scale, divided into 31 geographic zones. The surcharge can be up to 27.9 thousand rubles. depending on the direction, weight and number of excess baggage pieces. The most expensive baggage is from Japan to Europe.

How baggage abroad is regulated


In most other countries (including the US and EU), baggage regulation is at the discretion of the airlines.

Lufthansa

On all intercontinental flights, Economy Class passengers can carry one piece of baggage weighing up to 23 kg and one hand baggage weighing up to 8 kg (55x40x23 cm) free of charge. The airline operates new European fares “Light”, “Classic” and “Flex” on short and medium-haul flights. The cheapest “Light” fare only allows you to travel with hand luggage and does not give you the right to rebook or return your ticket. One piece of baggage weighing up to 23 kg is charged separately. On domestic flights, it costs from € 15 (when purchased on the company's website) to € 55 (at the boarding gate), on international flights - € 25–55.

Delta Airlines

You can take one hand luggage for free (handbag, briefcase, camera in a case, diaper bag, laptop) and one personal item (jacket, umbrella, food or drink purchased after check-in, duty-free purchases, stroller, portable baby chair, wheelchair or crutches). Carry-on baggage dimensions in length-thickness-width must not exceed 114 cm in total. Tariffs for baggage differ depending on the destination. On domestic American flights, one bag up to 23 kg costs $ 25, the second - $ 35. On most international flights, the first baggage weighing up to 23 kg is free, for the second surcharge can be up to $ 100.

Hello friends. Great news today. After November 5, 2017, new rules for the carriage of baggage and hand luggage on flights of Russian airlines come into force. If earlier each carrier had its own requirements, now the rules will be the same for all Russian airlines (except for the low-cost airline Pobeda).

Attention! Once again: the law is only for Russian airlines. All other airlines have their own rules in accordance with the laws of their state.

The rules to which airlines and we, passengers of aircraft are subject, are called "General rules for the air carriage of passengers, baggage, cargo and requirements for servicing passengers, consignors, consignees." They were adopted on June 28, 2007 by order of the Ministry of Transport of the Russian Federation. Since then, the rules have been amended. But the norms were very different and vague. For some carriers, they were generally too rigid.

On October 5, 2017, a new law No. 409 was issued on amending the document. The changes affect everyone who uses air transport, i.e. and you and me.

It is clear that there are many interesting details in the law, which we will not talk about. Today we will tell you about the most important thing, about what everyone who wants to take advantage of a flight with the help of a Russian airline will face.

Let's agree on terms

  1. Baggage - suitcases, bags or boxes that we weigh at check-in and check in as baggage.
  2. Carry-on luggage - things put in a bag, briefcase, backpack or a package that we take with us into the aircraft cabin and on which a “carry-on” tag was hung.
  3. Things that we take on the plane and that didn't have a tag. (Laptops, cameras, gadgets, clothes, flowers, baby food, crutches, walking sticks, etc.)

There are many interesting details in the law, which we will not talk about. And we will tell you only about the most important thing, about what an ordinary tourist who wants to take a flight with the help of a Russian airline will face.

The law comes into force on November 5, 2017. This means that everyone who buys air tickets after November 5 is subject to these amendments.

Those who have already bought tickets in advance (before November 5) are not covered by the law. So it is written in the same rules.

The most important thing about the new flight rules

General requirements that are important to us as travelers relate to baggage allowance and the carriage of things in the aircraft cabin. Let's try to lucidly explain these rules so that you don't have any questions, and understand what pluses and minuses we have.

Baggage requirements

Before: the maximum weight of one piece of baggage was not to exceed 32 kg.

Now: a new requirement has been introduced - the weight norm of 1 piece of baggage is 30 kg for all air carriers. Less is possible, more is impossible.

1 piece of luggage is one suitcase. If you rent a large backpack, then this is 1 backpack, if you are a bag, then this is 1 bag.

But! This does not mean that now you can take 30 kg of luggage with any ticket. There is an important point here, it depends on the fare you bought. Simply put, an economy class ticket has fewer options than those who took, for example, a business class ticket.

All baggage can be broken down by weight:

  • Up to 10 kg, from 10 kg to 30 kg, over 30 kg
  • Luggage up to 10 kg - free

Previously, the weight norm for free baggage was different for different companies, now the same for everyone.

This means that no company can write in its rules: "It is allowed to carry baggage weighing no more than 3 kg (or 6 kg or 7 kg)." 10 kg norm for everyone! You yourself are not obliged to gain exactly 10 kg, you can take less, at your discretion, but the company cannot set you a lower limit on the weight of luggage.

Baggage weighing from 10 to 30 kg

There are some nuances here. As before, you need to go to the carrier's website and read its rules - what weight should your baggage be in accordance with the fare of your ticket. This means that "the upper limit can be 23 kg, 25, 27 to 30 kg. If in the rules of the company for your tariff the upper limit is 23 kg (i.e. you can carry no more than 23 kg for free), and when weighing the scales showed more than your suitcase at check-in, then you either need to take out something and leave it, or pay extra for the excess.

Excess baggage

Baggage that is not included in your fare ticket is considered excess baggage.

Example: you bought a ticket Moscow-Vladivostok tariff "Economy flexible". The ticket price includes baggage up to 23 kg. If your baggage weighs more than 23 kg, but does not exceed 30 kg, then this weight is considered overweight and you will have to pay extra for it.

Luggage weighing 30 kg

Usually, this amount can be carried free of charge by a passenger who has bought a business class ticket. At this rate, the passenger has more options.

Baggage over 30 kg -Heavy luggage

Anything over 30 kg and not suitable for standard dimensions is considered a heavy load. The surcharge for each kilogram is subject to a special “heavy load” tariff. Each company has its own tariffs. Read the rules on the company's website (section "Baggage transportation"). This information is required.

Bagless ticket

I will add that many companies still have a bagless tariff. This is when you do not take your luggage at all and fly only with hand luggage. Tickets for it are cheap, but there are inconvenient nuances. The main one is that such a ticket is non-refundable.

Joint baggage

There was also an opportunity to combine the belongings of two or more travelers into one luggage (put all things in one suitcase - 1 luggage space). The weight of such baggage should also not exceed the same 30 kg.

What are the pros and cons have appeared in connection with the introduction of the amendments?

Pros: There were standards for everyone. The main one is that you can take free baggage weighing up to 10 kg. Here the rate has increased and we feel better.

Minuses: limiting the weight of luggage to the maximum: instead of 32 kg, you can now take luggage weighing no more than 30 kg

Carry-on baggage - new standards

Before: different air carriers had their own requirements. For example, for some: you can take no more than 3 kg in hand luggage, for others - no more than 4, for others - no more than 5 kg, and for some up to 10 kg.

Now: The allowance for hand luggage for all passengers is at least 5 kg per passenger. For us, this means: we can take less than 5 kg, but carry-on baggage is prohibited above this weight. At the same time, the carrier can change this figure upwards at its own discretion. Those. you still need to read the rules, because some companies can deliver as a limit of 6, 7 kg per person or even 10 kg, which, of course, will please us.

Also, remember the dimensions! Those. your carry-on baggage must fit not only in terms of weight, but also in size (length, width, height). Dimensions norms, as before, need to be found on the carrier's website. There are no changes here.

Before: we could check out our carry-on luggage and, plus, carry laptops, cameras and cameras with us on the plane for free.

Now: all this is included in the carry-on baggage.

In other words, you cannot carry separately:

  • telephones;
  • laptops;
  • cameras;
  • documents in folders;

We'll have to put them in bags. Their weight is also taken into account when calculating the weight of carry-on baggage.

Is the laptop in your bag or suitcase? You don't need to pay anything extra. Do you want to carry it separately? You owe it.

If earlier carry-on baggage was weighed only at check-in, now it can be weighed before boarding itself (apparently in cases where the bag is suspicious). This is important for those who took few things with them, checked them out as hand luggage, and bought “no baggage” tickets.

Attention! Your hand luggage can also be weighed at the port of arrival!

Minuses This innovation: now at home you will have to carefully weigh your hand luggage and make sure that there is no overweight.

Pros: The aircraft cabin will be less busy. All your carry-on luggage will go into the luggage compartment in the aircraft cabin and you don't have to worry if there is enough shelf space for your belongings or not.

What things can be taken into the aircraft cabin and not checked in as carry-on luggage

Both before and now you can take with you the things you need during the flight or immediately after landing. They are not checked in as carry-on baggage and do not require additional payment.

Here is a list of them. The list will be supplemented, but definitely not able to cut:

  • handbag, knapsack, briefcase;
  • bouquet of flowers;

Carry-on baggage rules change for all passengers. They are expected to come into force in November. At the moment, they are being finalized by the Ministry of Transport, but they have already caused a lot of misinterpretation and terrified the public.

As planned by the department, the updated rules will oblige all low-cost airlines, including Pobeda, to be allowed on board with bags, backpacks and suitcases, regardless of the tariff. The Ministry of Transport wants the weight norm to be at least 5 kg per passenger, and each company will decide for itself whether to increase it or not.

At the same time, Pobeda stated that it would focus not on weight, but on the dimensions of hand luggage.

“We will take the total volume of luggage racks, divide it by 189 (this is the number of seats in each plane) and we will be able to tell the passenger: you have so much space, you can carry any number of items, bags, backpacks within this norm - whatever you want. Even if it all weighs more than 5 kg, the main thing is that all carry-on luggage fits into the size, ”explained the general director of the company Andrey Kalmykov.

The news of a change in carry-on baggage standards has generated a lot of rumors. So, information appeared that now you have to pay to take a laptop, gadgets, an umbrella and even outerwear to the salon. But this is not true - all of the listed items can be brought on board for free. The difference is that while these items are allowed in addition to carry-on luggage, and after the rules are updated, they will need to be included directly in the carry-on baggage and presented for weighing. Meet the minimum 5 kg - and the low-cost airline will not require additional payment. And most traditional airlines have double the carry-on baggage allowance, so there's no need to worry.
