At the end of last year, amendments were made to the general rules for air carriage of baggage.

According to the law, all Russian airlines must comply with the same rules.

What are the current baggage rules on the plane in 2020?

The new baggage rules allow for one passenger seat on the plane a bag / suitcase up to 30 kg. For each passenger, according to the norms, individual baggage is checked out.

In Russian and international airlines, baggage is divided into the following weight categories:

For a child under 2 years old, you can check in separate baggage up to 10 kg.

The allowed baggage weight depends on the ticket category:

  • In economy class - 20 kg per passenger.
  • In business class - up to 30 kg.
  • In the first class - up to 30 kg.

If the weight of the baggage exceeds the permissible limits, it is called excess baggage; luggage over 30 kg - heavy.

Most carriers allow a slight overweight of luggage of 1-2 kg. If the excess weight is more than 2 kg, you will have to pay extra.

In case of excess baggage, the passenger pays extra for each extra kilogram. There are no uniform fares: each airline sets its own price.

Depending on the policy of the air carrier and the specific flight, an overweight surcharge may be calculated:

  • Based on the cost of the maximum economy class fare. With this approach, 1 kg of overweight costs 1.5% of the ticket price.
  • Based on the fixed amount set by the air carrier. On different flights, this amount may differ and ranges from 5-15 € per kg.

In addition to weight, baggage may exceed the size limit, which includes the sum of 3 measurements (length + height + width). This baggage includes:

  • sport equipment;
  • some musical instruments (double bass, guitar);
  • large household appliances.

The maximum dimensions of checked baggage for all classes must be 158 cm.

For the transportation of bulky cargo, a preliminary agreement with the airline is required. On the day of departure, it is recommended to arrive at the airport in advance, since it takes more time to check in such cargo.

The company may refuse to transport oversized cargo if there is not enough space in the luggage compartment.

How much is luggage on the plane if the ticket is without luggage?

Many airlines provide a baggage-free travel service, according to which the passenger flies only with hand luggage.

The advantages of this service include the reduced cost of the flight. The downside is the fact that tickets are non-refundable.

It is allowed to carry any items in baggage, except for those that are classified in international practice as dangerous. Their list is given in the ticket.

It is also important to understand that there is no single world standard for baggage transportation for all airlines. You need to focus on the country to which the passenger is flying.

For example, when flying to Dubai, it is forbidden to take on board objects and books of a religious orientation, except for Islam.

According to the rules, most airlines prohibit transporting in the baggage compartment of an aircraft:

Most airlines do not allow you to take a mercury thermometer with you in the aircraft cabin. It must be checked in luggage, packed in a plastic case, and placed so that it will not be damaged under any circumstances.

Most airlines prohibit the transport of all kinds of knives, from penknives to kitchen and hunting knives. But there are also airports that allow the carriage of penknives and folding knives up to 6 cm in length without fixing.

To transport knives over 10 cm in length (household, hunting, etc.) in luggage, you must first obtain a special permit. If a knife is carried in luggage as a melee weapon, then, in addition, it must be in a case.

It is also permitted to carry in checked baggage, subject to the required conditions, such sharp objects as:

  • scissors;
  • razors;
  • swords and checkers;
  • bayonets and swords;
  • scimitars;
  • crossbows;
  • imitators of any type of weapon.

According to the rules of carriage, it is undesirable to put in baggage:

Airplane baggage restrictions

Any of these liquids are allowed in your checked baggage... There are no restrictions on the volume, however, the general permissible weight standards (see above) must be observed.

In your luggage you can carry medicines that are not prohibited by customs regulations and are freely available on sale, i.e. sold without a prescription.

Customs regulations prohibit the transport of narcotic and psychotropic substances on the plane. The presence of a prescription from a doctor with an indication of the dose requires such means as:

Official bans in many countries include potent substances that may be contained in some drugs, for example, such as:

  • codeine;
  • phenobarbital,;
  • pseudoephedrine;
  • chlorphenamine maleate;
  • diazepam.

The allowed amount of medicines on the plane is very conditional: for your own use during the travel period. If more than 5 packs of medicines are found in the luggage, then the customs services are likely to have questions for the passenger.

In order to avoid fines and confiscations, get documents proving the need to transport drugs in these volumes.

All medicines transported on the plane must be in their original packaging and correspond to the expiration date stated on the packaging.

Note! For the unimpeded transportation of insulin, a diabetic passport should be issued before the trip.

You can put food in the luggage of the aircraft, provided that:

  • This product is not included in the list of prohibited by customs (for international flights).
  • This product is not on the carrier's list of restrictions.
  • The liquid product is not opened, it is hermetically sealed.

If there is a flight between countries, then the transported items and products are subject to customs requirements for individuals. They are set by the host countries, and these requirements must be taken into account.

With regard to domestic flights, the customs regulations do not apply to such baggage.

Before traveling, it is necessary to find out the requirements of the customs of the country of destination, as well as the country where the transfer takes place.

Customs bans often apply to epidemiologically hazardous products without original packaging. For example, it is prohibited to import meat and dairy products into the EU countries; this measure was introduced to prevent the spread of infections.

US Customs does not allow a number of products from other countries to pass, namely:

  • meat;
  • eggs;
  • fish;
  • dairy;
  • many types of vegetables and fruits.

To carry exotic fruits from southern countries in your luggage, you will need a special container so that they are not damaged during the flight.

On domestic Russian flights, you can carry in your luggage an unlimited amount of alcoholic beverages with a strength of up to 24 ° (but not more than the general weight norms for luggage allow).

Strong drinks (24–70 °) - up to 5 liters, while:

  • up to 3 liters of alcoholic beverages - duty free;
  • over 3 and up to 5 liters - with a surcharge at customs.

The single vehicle rate for exceeding the norm of 3 liters is 10 € for each liter in excess of the norm.

These norms for individuals apply to any imported alcohol in baggage, including:

  • beer;
  • vodka;
  • champagne;
  • wine, etc.

Alcohol can only be transported on the plane in its original packaging... Homemade wines and moonshine will be confiscated at customs.

In some countries, the restrictions on the export of alcoholic beverages are even stricter. So, for example, from Hungary you can take out no more than 1 liter of strong alcohol (from 22%), and up to 2 liters of less strong alcoholic beverages.

An exception is made only for grape wine and beer: here the restrictions are less strict - you can take out up to 4 liters of wine and 16 liters of beer.

Alcohol with an alcohol content of 24–70% is allowed only in checked baggage, and this must be taken into account when traveling by Russian air carriers.

There is no limit to the number of cigarettes you can carry in your checked baggage. The basic rule is not to exceed the limits of the customs service of the country of destination.

On the territory of the Russian Federation, one passenger is prohibited from importing more than:

  • 200 cigarettes (one block);
  • 50 cigars;
  • 250 grams of tobacco.

Important! Minors are strictly prohibited from transporting cigarettes.

These restrictions apply in all EU countries. In the United States, the limits are as follows: a passenger aged 21 and over can carry up to 2 kg of tobacco (leaf).

As for electronic cigarettes, there are no restrictions on their transportation. Such a cigarette is like an electronic device such as a laptop or telephone.

Under the strictest prohibition, most airlines have lighters. You cannot carry in your baggage:

  • zippo brand lighters;
  • souvenir lighters, even if they do not contain a single gram of gasoline;
  • other types of "registered" lighters.

You can take a regular lighter filled with liquefied gas with you on board.

Changes in the Russian Air Code are reduced to granting airlines the right to take money for any passenger movement

Carrying baggage on airplanes, until recently, simple and straightforward, suddenly began to raise many questions. This is due to the extraordinary activity of the Ministry of Transport and Aeroflot, pushing one after another strange laws, supposedly making life easier for business.

But making it unbearable for ordinary people.

Spies and saboteurs are, perhaps, the only ones who fly without any luggage and buy everything they need upon arrival. From panties to toothpicks. However, a respectable person even for a week needs at least 2-3 kilograms of personal belongings and 2-4 kilograms of equipment (laptops are now, of course, lightweight, but by no means weightless - not to mention cameras).

How are laws changed?

Until 2013, the baggage rules for air travel were well-known and mandatory for everyone, regardless of the company and the flight: up to 10 kg of baggage is free, hand luggage in the cabin - no more than certain dimensions, but they turned a blind eye to a slight excess. Each person, having gathered at the airport, knew for sure whether his luggage corresponded to the norms. With the widespread use of the Internet, all airlines have also introduced the possibility of free check-in for a flight with a choice of seats 24 hours before departure.

But now, on the wreckage of the Dobrolet low-cost airline that collapsed under sanctions, a new, national low-cost airline, Pobeda, appeared in Russia. And its managers read the Air Code very carefully and found that nothing was said about hand luggage and free internet check-in. As a result, "Pobeda" allowed to carry in the salon only those things that were clearly prescribed in the law as obligatory and free (suits in garment bags, umbrellas, cameras, laptops, handbags ...). For the rest, including purchases from airport shops (the so-called duty free), which, in principle, had nowhere to put but to the salon, a significant amount was charged, sometimes exceeding the cost of the ticket.

The degree of hatred for "Victory" rose to the limit when the company was caught deliberately placing families, including those with children, in different corners of the cabin at check-in at the airport. Meanwhile, this company controlled by Aeroflot did not violate any laws: it simply took advantage of gaps in the legislation.

And finally, we have before us the reaction of parliament. It seemed natural to close the gaps and get things back to normal. However, the Transport Ministry and Parliament did exactly the opposite.

Non-returnable and bagless

According to the law adopted at the end of July 2017, the carrier's obligation to provide a passenger who bought a non-refundable ticket the right to free transportation of 10 kg of baggage was canceled. This preference was considered non-market: now airlines will be able to compete for passengers, providing them with the "most favorable" prices for baggage transportation. The authors of the bill (the Ministry of Transport, behind which Aeroflot's ears stick out) assure that now the prices for flights will definitely decrease. Maybe. The ticket price will decrease, but this will be more than offset by the cost of baggage transportation.

This law will take effect 60 days after its official publication, approximately in late September - early October. The time has been well chosen: the tourist season is already over, so no special complications are expected. The law emphasizes that the carrier is obliged to explicitly notify the passenger about the cost of baggage transportation already at the time of ticket purchase.

For holders of return tickets, the rules remain the same. Another question is that such tickets cost twice as much, but they do not provide any advantages during the flight: for example, one has to sit in the same tightness between the “non-returners”.

Emboldened by the success, the Ministry of Transport decided to immediately strike the next blow by preparing new rules for carrying hand luggage. If earlier the law did not prescribe its weight in any way, now the department decided to describe the weighing procedure. Among other things, a list of items has been developed that can be carried in excess of the new weight standards for hand luggage (5 kg) without weighing. And then a scandal erupted.

Dancing around the laptop

Speaker of the upper house of parliament Valentina Matvienko, without a shadow of a doubt signed any laws (including supporting the abolition of free baggage transportation), suddenly decided to protect the people and started talking about the provocative nature of the document:

“As for carry-on luggage, you wrote some nonsense that you shouldn't bring flowers, phones, outerwear. Who is the author of this document? This is collective irresponsibility! The ministry must take into account the remarks of the senators and prevent similar blunders in the future. If we are not satisfied, we will do everything to make the appropriate conclusions. Until the head of the Ministry of Transport is punished administratively! "

Meanwhile, of course, there are no prohibitions on flowers and telephones in the document. They are simply not included in the list of items that can be carried “in excess of the airline's hand luggage weight limit” (previously there was no such concept at all). Crutches - you can, a suit - you can, a handbag of any weight - you can. The rest will need to be weighed and fit into 5 kg (or another norm of a specific airline, but not less than 5 kg). Although, of course, no one will get into your pocket for a phone. The weirdness of legislators is sometimes compensated by common sense of business.

However, say, a fur coat or a large laptop is highly likely to have to be checked in. Given the sophisticated demeanor of airport porters, it's easy to guess what will happen to these items after two or three flights.

Let us emphasize that this scandalous initiative has not only not been adopted, but has not even become a draft law yet: it is just a “document in a first approximation,” as the representative of the Ministry of Transport whispered, frightened by Valentina Matvienko's attack.

In fact, clear and uniform rules for carrying hand luggage are needed for everyone, and the ministry is doing the right job. But only 5 kg, excluding fragile equipment, is still a mockery. There is no doubt that this error will be corrected in the process of preparing new amendments to the Air Code.

We also emphasize that airlines are not obliged to take money for luggage and carry-on luggage: they only get such a right. However, those who keep the free allowance will most likely be forced to keep slightly higher ticket prices, so their offers on aggregator sites will paradoxically turn out to be lower than those of those who like to cut money from passengers for every sneeze.

In some cases, as an exception, with the prior consent of Red Wings, items of greater weight and dimensions may be accepted for carriage as baggage. This takes into account the main characteristics of the aircraft: type, payload, volume of cargo compartments, dimensions of loading hatches, doors.

The passenger is not recommended to put fragile and perishable items, banknotes, jewelry, precious metals, securities and other valuables, business documents, keys and other similar items into their checked baggage.

In excess of the established free baggage allowance, strollers weighing up to 12 kg are accepted. for one child. At the request of the passenger, a baby carriage can be accepted under the ladder when passengers board the aircraft and issued under the ladder when passengers disembark from the aircraft.

In accordance with clause 135 of FAP-82, the following are allowed for transportation in the cabin of the aircraft:

  • a backpack or a handbag, or a briefcase with things inserted into a backpack, or a bag, or a briefcase, dimensions 40x30x20cm, maximum weight 3kg;
  • bouquet of flowers;
  • outerwear;

Liquids in carry-on baggage

Currently, at the airports located in the territory of the Russian Federation, there are restrictions on the carriage of liquids, gels and aerosols in passengers' carry-on luggage.

This restriction applies to: water and other drinks, soups, syrups; creams, lotions and oils; perfume; sprays; gels, including hair and shower gels; contents of cans, including shaving foam, other foams and deodorants; pastes, including toothpastes; mixtures of liquid and solid substances; ink; any other similar substances.

Passengers are allowed to carry with them on board the aircraft only a small amount of the above substances, but only if they are packed in containers, the volume of which does not exceed 100 ml. At the same time, these containers must be placed in a transparent plastic bag with a volume of no more than 1 liter, and each passenger is allowed to have only one such bag with him as hand luggage. These bags can be brought with you from home, but they must be equipped with a special "zipper" (see attached poster below).

In volumes larger than indicated, it is allowed to carry in hand luggage only:

  • baby food necessary for a child during the flight;
  • medicines required during the flight (however, when passing through security, be prepared for the fact that you will be asked to prove the need for these items and substances in flight);
  • items that do not meet these requirements must be left at the airport in the storage room.

Transportation of animals

On charter and regular flights, Red Wings carries out transportation of small pets in the passenger cabin of the aircraft, with a total weight of no more than 8 kg with a container, the dimensions of which must not exceed 115 cm in the sum of three parameters. The animal can only be transported in a carrier bag or container with air access. In this case, the animal should be able to stand up to its full height. During the flight, you must not open the container or bag and get the pet.

Containers (cages) must meet the following requirements:

  • Rigid frame (soft carrying is not allowed!) With air access;
  • Strong lock;
  • The dimensions of the container must be sufficient for the animal to stand up to its full height and turn around;
  • The bottom of the container (cage) must be waterproof and covered with an absorbent material;
  • There should be a side along the bottom perimeter, excluding spillage of the absorbent material;
  • Bird cages should be covered with a dense, opaque cloth.

The following pets can be transported as baggage and carry-on luggage on Red Wings aircraft: dogs, cats, birds. Any other animals are not accepted for carriage in checked baggage and carry-on baggage and can be carried as cargo.

The passenger is obliged to inform the airline or an authorized agent about the carriage of an animal when booking a carriage or purchasing a passenger ticket by it no later than 48 hours before the start of carriage. Transportation of an animal / bird is possible only by an adult passenger (no more than 1 container / cage per passenger). The airline has the right to refuse carriage of a passenger with an animal if the carriage of the animal has not been booked and confirmed by the airline, this is necessary to ensure the safety of the flight or to prevent damage to the property of the airline or passengers.

An additional fee is charged for the service.

The air temperature in the baggage and cargo compartments of some aircraft can drop to 0 degrees Celsius, the air content and pressure are within normal values; during transportation on the territory of the airport, as well as while waiting for loading into an aircraft and when unloading from an aircraft, the animal is in the open air. Carriage of live animals as checked baggage is carried out only with the written consent of the passenger with the carriage of a live animal / bird under the specified conditions.

Red Wings does not carry brachycephalic animals as checked baggage.

Make sure that you can provide all the necessary documents provided for by the legislation of the Russian Federation, international treaties and the legislation of the country, to the territory, from the territory or through the territory of which the transportation is carried out.

Payment for transportation of animals

Carriage of an animal / bird is not included in the free baggage allowance and is paid as non-standard baggage. Payment for animals / birds transported in one container is made for each animal / bird separately.

Only guide dogs accompanying their owners on the flight are transported free of charge.

Portable electronic devices

In order to ensure the safety of air transportation, portable electronic devices (PES) powered by lithium batteries, such as laptops, tablets, smartphones, mobile phones, etc., must be completely turned off during the flight (not in standby or low power consumption mode).
In order to avoid unintentional activation or damage, PES during the flight should be placed in any protective packaging made of solid (hard suitcases, briefcases, briefcases, trunks) or shock-absorbing material (for example, wrapped in clothing).
In order to comply with the safety of flights, the listed rules are mandatory for all passengers.

Not allowed on the plane

In order to ensure flight safety, the following are not accepted for carriage as baggage, carry-on baggage and in things carried by the passenger:

  • Firearms, hunting cartridges, explosives, fireworks, flares.
  • Oxidized materials and organic peroxides, bleaches and fiberglass repair kits.
  • Compressed gases, butane, oxygen, propane and scuba cylinders.
  • Poisons, insect repellents, herbicides, arsenic, cyanides, infectious substances, bacteria, viruses.
  • Corrosive substances, mercury, acids, alkalis, battery fluid.
  • Flammable liquids and solids, gasoline for lighters and stoves, paint and all kinds of matches.
  • Radioactive materials.

At the end of 2017, President Putin V.V. a law was signed amending the "General Rules for the Air Carriage of Passengers, Baggage, Cargo and Requirements for Serving Passengers, Shippers, and Consignees". According to the adopted law, Russian airlines are introducing uniform rules for carrying baggage on board, with the exception of Aeroflot's subsidiary Pobeda.

Let's see what rules are relevant in 2020 for carrying baggage on an airplane.

According to the adopted November law, the new baggage allowance allows for one piece of bag or suitcase weighing up to 30 kg. Less is allowed, more is not. Individual baggage is checked for each passenger.

Important! The allowed weight of items depends on the ticket category: economy, business or first class. The higher the ticket class, the more options are provided in terms of baggage volume.

Separate baggage can be checked for a child under two years old The weight of the bag must not exceed 10 kg.

There is no single world standard for all airlines. It is worth focusing on the country to which the passenger is flying. For example, when traveling to Dubai, objects and literary publications of a religious orientation, with the exception of Islam, are prohibited for transportation. Also consider the restrictions of each airline separately.

Excess baggage

Items allowed in carry-on baggage and on yourself

A passenger may wish to keep a number of items with him or in his hand luggage. These include:

  • cylinders containing carbon dioxide (used to activate artificial limbs);
  • eyewear repair tools, including a screwdriver less than 50 mm long;
  • lighter or non-hazardous matches (only with you);
  • pacemaker;
  • other pharmaceutical devices, including those based on radioactive isotopes, with lithium batteries. It is allowed to keep only with you;
  • robot toy;
  • razors, including disposable;
  • eyelash curlers;
  • nitroglycerin tablets or spray for treatment;
  • oxygen cylinders for medical purposes;
  • needles for injection for a passenger with diabetes or specialized medication.

Loss Action

No one is protected from the loss of things during air travel. Items disappear during loading or unloading into the luggage compartment, they are accidentally sent on another flight.

In case of missing personal items, follow the instructions:

  1. Make sure you have a baggage receipt on hand;
  2. Apply with the sheet to the department of search for missing items;
  3. Write a statement;

Within three weeks, the carrier chosen by the passenger is obliged to find things and return them. The parcel is delivered to your home free of charge, and the client does not have to go anywhere and pay for anything.

If you return damaged luggage or its absence after three weeks, you can contact the company with a request to compensate for the loss.

If the carrier refused to compensate for the damage, the citizen has the right to demand a written refusal, with which he can apply to the court for further proceedings.

The Montreal Convention enshrined in itself an international agreement, which stipulates the maximum possible compensation for the loss of a bag - SDR 1131 (artificial reserve and means of payment issued by the IMF). That's roughly $ 1,500.

If a passenger has lost luggage while on an international flight, they should apply for a search no later than a week after the date of receipt of the items.
