On July 20, the State Duma in the third reading adopted the amendments to the Air Code, proposed by the Ministry of Transport, giving airlines the privilege to independently decide whether to carry baggage on the plane free. The discussion about the amendments was fierce, the senators were not shy about harsh expressions, and the head of the Federation Council V. Matvienko even called the proposal of the Ministry of Transport "nonsense". But, obviously, the lobby of Aeroflot and other airlines turned out to be stronger - soon all non-refundable airline ticket holders will have to pay for their baggage.

As it was?

Until 2013, the rules for carrying baggage on the plane were so simple that the person who was going to the airport knew exactly whether he would have to pay extra for personal belongings. The passenger was allowed to take on board up to 10 kg - this is luggage plus hand luggage. Items related to carry-on luggage were allowed to be taken into the cabin - a detailed list of these items appeared in the Air Code and continues to appear. Luggage and hand luggage had to correspond to the dimensions specified in the rules, but no one went with a ruler - in case of a slight excess, they turned a blind eye to this.

It is worth noting that 10 kg was the minimum. If desired, airlines could offer more generous rates - and did. In particular, Aeroflot allowed passengers to take 10 kg of hand luggage and 23 kg of luggage with them.

What happened?

On the ashes of the low-cost airline Dobrolet, which collapsed under the pressure of Western sanctions, another one appeared - Pobeda, whose managers turned out to be more entrepreneurial. It occurred to them to carefully delve into the Air Code and find new legal ways how to strip three skins from a passenger. They found that the laws did not really say anything about the weight norms of carry-on and luggage. As a result, "Pobeda" allows you to carry on board free of charge only those things that the Air Code calls necessarily free - for example, photographic equipment, laptops, handbags. For everything else (including duty-free products) the passenger has to pay. And we are not talking about trifling amounts - the cost of baggage transportation on the Pobeda aircraft sometimes approaches the cost of the ticket itself.

“Baggage cases” is not the only thing that “distinguished” “Victory”. Much more indignation of passengers was caused by the fact that the company deliberately seated those families who did not pay extra for the opportunity to choose seats.

What's in the bottom line? Pobeda, as the leading domestic low-cost airline, really sells the most cheap tickets - any of the services like Yandex.Airplane offers to use the services of this company in the first place. However, at the same time, passengers are charged money for luggage and for the opportunity to sit next to them - in total, the costs are such that it would be easier and cheaper to use S 7, Aeroflot or Nordwind Airlines.

Pobeda has taken an extremely advantageous position from the point of view of competition, while not breaking any laws - simply by taking advantage of how stupidly they are drawn up.

How will it be?

The Pobeda company disclosed problem areas in the legislation. It became obvious that the rules for carrying baggage on board an airplane must be revised and changed - and, first of all, it must be legally established how many kilograms of baggage a citizen can take with him on board air transport.

After fierce debate, the legislators came to the following.

    Airlines are obliged to allow holders of non-refundable tickets to carry on the plane at least 5 kg of hand luggage free of charge, plus items that appear in the list from the Order of the Ministry of Transport of Russia No. 82 dated 28.06.2007. These things include, say, cell phones, umbrellas, bassinets, crutches.

    According to the new rules, airlines can set the price of baggage carriage in an airplane in 2017 on their own - just like weight limits for carriage. This actually means that passengers with non-refundable tickets should forget about 10 free kilograms. Carriers are unlikely to miss the opportunity to make money on suitcases - the cancellation of free baggage on airplanes can be considered a fait accompli.

    Holders of return tickets need not worry - their new rules do not apply in any way.

Refundable and non-refundable tickets: what's the difference?

Flights began to be classified as returnable and non-returnable in 2014... Non-refundable tickets can be returned only if there is a valid reason - for example, if one of the relatives has died - or if, due to the fault of the carrier, the plane did not take off on time. In this case, the citizen must inform about the desire to return the ticket before the end of boarding the flight - this is stated in article 108 of the Air Code.

A return ticket can be returned without a valid reason - moreover, the citizen does not have to inform about the reason. According to Art. 107 of the Air Code, the airline returns 75% of the ticket price to the citizen - a “quarter” is collected as a penalty.

Refundable tickets cost an average of 20% more than non-refundable tickets!

When will the amendments become effective and how much will you have to pay for baggage?

The 2017 law on the carriage of baggage on airplanes will take effect 60 days after the official publication - that is, from mid-autumn 2017. Russians still have the opportunity to go on vacation in warmer climes "According to the old rules" - counting on free 10 kg of luggage.

After the law comes into force, passengers with non-refundable tickets will have to pay approximately 2,000 rubles for a suitcase weighing up to 23 kg. The exact cost of transporting baggage will be determined privately by the carriers. Cashiers are obliged to inform the citizen of the price when selling a ticket so that the passenger does not have to face an unpleasant surprise when checking in his baggage.

Will the tickets get cheaper?

Low-cost airlines, defending their right to independently set the cost of baggage transportation, nodded to foreign countries - they say, "over the hill" the state does not go into the aviation business at all and is doing the right thing. At the same time, the lobbyists were silent about the following: in the countries of civilized Europe, air transport services are much cheaper. A ticket can be purchased for 10 euros, which is only 700 rubles for a second.

Now ordinary citizens, trying to find at least some benefit for themselves from controversial legislative initiatives, are asking worthy of attention the question: will air transport in Russia become more accessible? Both legislators and airlines still prefer to dodge this issue, but tourism experts are actively speaking out. For example, A. Sizintsev, director of the Biletix service, claims that citizens flying without luggage can really save - there are only a few such passengers! Who would refuse the opportunity to take a change of clothes and clean linen with them on a trip?

Experts agree that the majority of citizens using air transport services from amendments to the aviation legislation of the Russian Federation will suffer financially.

Can alcohol be transported on a plane under the new rules?

The rules for carrying alcohol in the luggage of an aircraft in 2017 have not changed dramatically - the norms depend on where you are flying. Weak alcohol (with an alcohol content of up to 24%) can be taken on board in unlimited quantities. The maximum rate of strong drinks (over 24%) per citizen is 5 liters.

In the case of a flight abroad, the rules are in accordance with the legislation of the country where the aircraft is to land. As a rule, it is permissible to take 1 liter of strong alcohol (like vodka) or 2 liters of wine on board.

If the plane is heading to an Arab country where people profess Islam, it will not work to bring alcohol with you.

For those who like to travel, the news about carrying baggage on the plane, alas, is disappointing - soon, in order to meet the budget, they will have to fly light.
