By the end of November, traffic is to be launched in St. Petersburg along the central section of the Western High-Speed \u200b\u200bDiameter, which will connect Vasilievsky Island with the Admiralteisky and Primorsky Districts. The eight-lane highway - with three bridges, a traffic intersection and a tunnel - will run from the borders of the Seaport to Primorsky Avenue.

Over the eight years of the WHSD operation (the first section was opened in 2008), St. Petersburg has become accustomed to the bends of a futuristic highway on the periphery, and over the past five years - to its payment. However, while the central section of the highway was growing over the city, it became obvious that the WHSD had become the most important infrastructure project in St. Petersburg over the years: it irreversibly changed not only the road map of St. Petersburg, but also its views and panoramas.

15 questions about the WHSD

How did you come up with the visual appearance of the WHSD, the architecture of the track? Why are there such massive supports for side lights on the WHSD?

The lighting poles that have become a memorable feature of the WHSD road, creating a closed, directional image of the track, are not just lamps, but a complex structure. Supports not only carry a cable and serve for the location of lamps, but also are an element of fastening noise protection screens installed on a significant part of the length of the highway passing within the city. In addition, the same supports are part of a power fence that softens the impact and excludes the possibility of vehicles falling off the track in the event of an accident.

The general designer of the Western High-Speed \u200b\u200bDiameter is one of the well-known profile enterprises in the country, the St. Petersburg Institute Stroyproekt. Architectural solutions The WHSD was also developed by the institute specialists under the guidance of the chief architect Andrey Evgenievich Goryunov.

How realistic is the introduction of a single transponder for the toll highways M4, M11 and WHSD?

It is rather about the possibility of paying with a transponder issued by one operator on the road of another. For example, a WHSD user who already has a transponder, and in St. Petersburg there are more than 200 thousand of them, when traveling to Moscow or on vacation on the Black Sea coast, without changing the device, he will be able to drive along the roads of other operators: the transaction will go through automatically. This system has a special name - interoperability. We are working on its implementation together with our colleagues from the Avtodor Group of Companies and other toll road operators. We believe that the opportunity to pay for travel with WHSD transponders on other Russian toll roads, as well as pay for travel in St. Petersburg with transponders of other operators will be available in the near future.

Are regular bus routes with stops on the WHSD real?

This initiative has been discussed for a long time. From the point of view of the operator of the Western High-Speed \u200b\u200bDiameter, there are several questions that still remain open. First of all, ensuring safety requirements for passengers entering the carriageway, compliance with traffic rules on highways - in particular, a ban on stopping vehicles.

If we talk about the option of using one lane for traffic exclusively public transport, then such a decision may affect the situation with slowdowns at the approaches to payment points. This will require a revision of the regulations stipulated in the PPP agreement (public-private partnership. - Ed.)... It is also necessary to resolve the issue of the impossibility of turning on the highway - as a result, the exit of buses to the street and road network for maneuver. This need can create a significant load on exits and entrances to the WHSD, which in many cases have no more than two lanes, and lead to a significant reduction in the number of vehicles that can use the highway.

How did it happen that in 2013 in Smolny it was recognized as inexpedient to build a second exit to Vasilyevsky Island, and now for 2020?

The decision to create promising interchanges has always been and remains within the competence of St. Petersburg. And this decision has been made. For our part, we support the need for the most efficient connection road network Vasilievsky Island and Primorsky District to the WHSD.

The junction with Shkipersky Protok Street in the southern part of Vasilyevsky Island was originally in the Western High-Speed \u200b\u200bDiameter project as promising, along with the connection of the New Highway in the area of \u200b\u200bthe Scandinavia highway and the junction with Shuvalovsky Avenue.

Wouldn't the new bridges be swayed a lot by the wind from the sea? What load are the new flyovers and bridges designed for? What will happen if there is a traffic jam from Kanonersky Island to Vasilievsky Island?

I would not want such a traffic jam to ever arise. But, of course, not because the bridge might not be able to withstand it, but because the WHSD road involves high-speed movement. Even so, the bridges will carry the load. Just a few days ago, the main bridge structures of the central section passed the required tests: columns of trucks loaded with rubble were lined up on them. The tests were successful, the designs have demonstrated their absolute reliability and compliance with all standards. Even at the design stage, decisions are made that do not leave risk, the calculated loads are many times greater than practically possible.

This is also true for the question of wind load. Of course, large-scale structures have windage, and you can even feel vibrations on the bridge during gusts of wind. But there are also all the necessary engineering solutions in order to make such loads standard. These are, for example, special structural elements - fairings, which reduce wind load and windage, "cutting" the gust. In addition, WHSD bridges are equipped with hundreds of sensors that continuously measure dozens of parameters: from vibrations to cable tension and the spatial position of all key bridge elements. Information from the sensors is sent online to the road maintenance service, where it is constantly monitored. A separate gateway of this system allows receiving the same information to the Emergency Situations Ministry's console, so that in case of a critical deviation of any indicator, specialized services will receive information and will be able to react to it immediately. But the likelihood of such a development of events is practically excluded.

The possibility of a pedestrian part of the cable-stayed bridge between Vasilievsky and Krestovsky islands was discussed - how realistic are these plans?

WHSD is a high-speed highway, the movement of pedestrians and cyclists on which traffic rules are prohibited. In conditions of traffic at a speed of 110 kilometers per hour on a multi-lane road, the guaranteed safety of pedestrians and cyclists cannot be ensured. In fact, there are no sidewalks on the road, only narrow technological passages for servicing structures. The security services carefully monitor that there are no unauthorized persons on the road, and this is done only for reasons of safety of both potential violators and drivers.

On Kanonersky Island there is a section of the route of local residents. Houses in the immediate vicinity of the WHSD were resettled - and yet: what security guarantees can you give residents?

Not only resettlement was carried out. The construction of the central section of the WHSD is carried out in accordance with the project, which received all the required approvals and a positive conclusion from Glavgosexpertiza. The project also takes into account all aspects of protection environment and residential development. In particular, work is underway to install soundproof glazing in residential premises, soundproofing screens and a reinforced fence are being installed on the road. These events affect not only Kanonersky Island, but also all areas where the WHSD passes in relative proximity to residential buildings.

Have you ever faced the dissatisfaction of the townspeople and the public during the construction of certain sections of the route?

Of course, the construction site on the site of the usual landscapes raised questions from residents. There were also complaints, although given the scale of the project, their number cannot be called significant. Moreover, most of the appeals began with words of support and appeals to build and launch the road as soon as possible. We took an open position from the very beginning, created all channels for effective communication.

The construction site itself is hardly a source of comfort. But when the goal is clear, when the standards are met and the interests of citizens are respected, mutual understanding is present.

There is also emotional support. When the builders left the zero cycle of work and the outlines of the main objects began to appear - highway supports, bridge pylons, then metal structures of spans, cable-stayed systems - our bridges turned into real heroes of social networks and a point of attraction for professionals and photography enthusiasts. We have collected a large selection of Instagram shots, in which the townspeople “helped” us to build bridges, covering the missing blocks of the channel span with their hand in a certain angle. Such personnel really help builders understand how valuable their work is.

What is the current statistics on the use of different sections of the WHSD? When are peaks / valleys observed and what are they associated with?

At the moment, we are recording more than 70 thousand transactions per day at each of the operating sites. In terms of the average, the traffic flow in the southern and northern sections is comparable. There is a noticeable difference between sites during peak and extra-peak hours.

In the southern section, peak loads fall on the directions to the city center on weekdays in the morning and from the center in the evenings. On weekends, the traffic flow is lower.

In the northern section, there are also recorded bursts of traffic, traditional for morning and evening hours, on weekdays with the same direction logic. But there are also special hours of increased load, and they are due to the fact that this is the fastest and most comfortable way to get to popular places of summer cottage and suburban recreation. In the northern section, special attention of services is focused on the direction from the city on Friday evenings; in the first half of Saturday days, a surge in the flow is also recorded. Sunday evening, respectively, a special load in the opposite direction. This trend is especially noticeable in the summer.

Ahead is the commissioning of the central section, which will lead to an increase in traffic flow from 30 to 100%. Here, on the one hand, a period of adaptation is inevitable. We understand that a significant proportion of new users, whose routes will run along the WHSD after the opening of the central section, will take time to make a decision and order a free transponder. We have already done a lot to motivate them: free provision of a transponder, free delivery to comfortable spot, tariff without a monthly fee, significant discounts, additional services, dedicated lanes and many other benefits. We will continue to persuade people to use electronic means of payment.

We believe that the introduction of the innovative Flow + system at the WHSD will become a strong additional incentive to use transponders, since payment with their help will be as fair as possible, a trip along the WHSD will be charged with an accuracy of a kilometer, which is much more profitable for the user than paying in the tariff zone.

What is the service life of the track?

The service life of the line is at least one hundred years. Of course, this requires not only careful multi-stage quality control during the construction phase, but also strict adherence to regulations during the operation phase - from cleaning the road to current and major repairs. We undertake all these tasks and costs, taking the road into operation for 30 years from the moment of signing the PPP agreement. Our task at the end of its useful life is to return the object to the city in the same condition in which it was received.

Why does it happen that the payment terminal defines the same car as both a passenger car and a truck?

Any technical system has a margin of error. For the classification system, it is normalized at less than 1% of cases. In practice, errors are recorded in hundredths of a percent of cases - most often when it comes to borderline values: for example, on large SUVs comparable in height to minibuses, which falls under the second class. All trips on which there are doubts are monitored by specialists who correct write-offs if they were made by mistake. This is another advantage for transponder users: all adjustments are made automatically for them, in addition, all opportunities have been created for independent control over the state of the account and travel.

What is the ratio of drivers using one-time pay and transponders?

On this moment more than 55% of users pay for their fare with transponders. Interestingly, this percentage is much higher among fourth class users than among car drivers. Professional drivers especially appreciate time and additional discounts.

At the end of August, there was a situation when at the exit from the WHSD to Primorskoe highway traffic was restricted due to the blinding sun. How typical is this story?

We first encountered such a traffic police message in relation to our highway. Alas, for St. Petersburg the sun is not the most typical weather phenomenon that affects the road situation. In general, informing about potential dangers is one of the important tasks in preventing road accidents.

It should be noted the role of effective use of the automated traffic control system. In case of potential danger, we have all the possibilities of promptly informing drivers and managing traffic: from scoreboards and variable information signs to push notifications of our mobile application.

The role of road inspectors is important, who also monitor road safety around the clock. If necessary, the operator carries out the evacuation of vehicles free of charge for users to a safe place outside the WHSD. The consciousness of the driver and his consent to evacuation are also important here. After all, every minute of stopping on the highway is a risk factor.

How many employees are served by the WHSD? How, in particular, is the work of cashiers-operators arranged? Who mainly goes to this position? Are there any vacancies?

The Western High-Speed \u200b\u200bDiameter operator employs over 800 people. These are cashiers-operators working in shifts at each of the payment points, these are specialists in electronic systems, this is an engineering staff that monitors the condition of structures, these are specialists in ensuring the safety of the facility, dispatchers in charge of payment and road safety, road inspectors and hundreds of other specialists. It should be noted the important work of the employees of the two operational bases, specially created in the northern and southern parts, in order to ensure the maximum speed of reaction to negative weather events. More than 120 units of operational equipment are involved in servicing the WHSD, on which drivers and operators work in shifts.

Both women and men work as cashiers-operators of payment points. The latter are fewer, but they are there. We try to select neat, attentive, polite people for this very important position. The long-standing need to create a transport link between the northwest and its central part embodied in the large-scale construction of an intracity toll highway called the Western High-Speed \u200b\u200bDiameter.

How it all began

The history of the development of the project began back in 1990, when the government of the USSR, in its next decree on the prospects of state building, put it in the plan for the coming decade. For many years, the leaders of the now Russian state did not disregard the issue of improving and developing the transport infrastructure of the Northern capital.

Start construction works was laid in 2005. The construction of the highway is ongoing, with the phased introduction of ready-made sections of the track.

Expressway value

The result of many years of work will be a high-speed highway connecting the southern part of the city (Moskovsky and Kirovsky districts) with Vasilyevsky Island and the Primorsky District. The new road will remove the main traffic load from the central part of St. Petersburg, as well as in the southern and northern parts of the city.

In accordance with the general plan, the Western High-Speed \u200b\u200bDiameter of St. Petersburg consists of three sections: North, South and Central. The total length of the transport system reaches forty-seven kilometers. Almost half of this length is occupied by bridges, overpasses and tunnels.

The uniqueness of construction projects

The presence of a large number was dictated by the peculiarities of the industrial infrastructure and landscape zone in the area of \u200b\u200bthe highway. In order not to violate the integrity of previously erected facilities, as well as to demonstrate respect for the green area, the architects of the project decided to build a significant part of the route on overpasses.

Nothing like this has ever been built in Russia. The Western High-Speed \u200b\u200bDiameter became the leader in the field of innovative construction. St. Petersburg can rightfully be proud of its modern facilities, which will surely become the new attractions of the Northern capital.

Some of the structures can be considered unique. This will be the cable-stayed bridge under which the Korabelny fairway passes. The length of the central span of the said structure is over three hundred meters. Another bridge, crossing the Petrovsky fairway, has a main span of two hundred and twenty meters. At the intersection of the Sea Canal, work is underway to erect a four-hundred-meter bridge structure with two tiers.

Effective sections of diameter

The first fragment of the Southern section was inaugurated in October 2008. It was fully operational after four years. The southern section originates from and connects to a traffic interchange on the embankment of the Yekateringofka River.

The length of the Southern Highway is eight and a half kilometers. Overpasses and bridges occupy almost two-thirds of the way. This is the most critical section of the diameter, maintaining the intensity of the continuous flow of large-sized vehicles in the direction of the Big Sea Port.

The Western High Speed \u200b\u200bDiameter was continued by the opening of a working movement in the Northern Section in August 2013. The ceremony was attended by the President of Russia. The length of the new track was over twenty-six kilometers - more than half of the total length occupied by the Western High-Speed \u200b\u200bDiameter. The traffic pattern runs from Primorsky Prospekt to the international highway E-18 called "Scandinavia".

Central section of the path

As for the Central Section, intensive work is currently underway to build it. The western high-speed diameter on Vasilievsky Island will be laid along the border of the entire territory, connecting it with the Admiralteisky and Primorsky districts of St. Petersburg. The total length of the route is about twelve kilometers. This is the hardest one in technically part of the project, since the construction of ten artificial structures is planned here. According to preliminary calculations, the launch of the Central Line is expected by the beginning of 2016.

Economic and technical indicators of the project

The Western High Speed \u200b\u200bDiameter represents the largest European example of public-private partnerships. As a result of the merger of cash flows, a budget exceeding two hundred and ten billion rubles was formed. Half of them are budget funds, and forty percent are private investors' money. The remaining ten percent was raised through the issuance of government bonds.

There are four to eight lanes on different sections of the route. Permitted limit speed road transport on the motorway - 110 kilometers per hour. After the commissioning of all sections of the track, the expected throughput will be at least one hundred thousand vehicles.

Current fares

The Western High-Speed \u200b\u200bDiameter is a toll highway, the funds from which will be used to maintain the grandiose structure in an appropriate technical condition.

The existing diameter sections are divided into several tariff zones, where the fare depends on the type of vehicle and time of day. For cars and small-sized trucks, the price ranges from ten to forty rubles. Owners of heavy trucks have to pay between thirty and one hundred and thirty rubles.

Forms of payment

For the convenience of using the passage, motorists are offered several forms of payment. Those who rarely travel along the WHSD can buy a ticket for cash or pay with a bank card.

Another payment option is to use contactless smart cards, which can be borrowed from the track operator. BSK can be anonymous or personalized. The design of the latter provides the user with a ten percent discount. It is enough to regularly replenish the account on the card, and movement along the road will be almost unimpeded.

When there are regular freight services through the Western High Speed \u200b\u200bDiameter, the transponder becomes the most acceptable method of calculation. A special electronic device is attached to the windshield of the vehicle and guarantees instant payment when entering the highway. Transponders can be rented from the expressway operator. Permanent use of an electronic means of payment provides reduced fare with a discount of up to twenty percent.

The actively operating highway is designed to help make St. Petersburg the largest transport interchange in Europe. After the complete commissioning of the entire line of the Western High-Speed \u200b\u200bDiameter motorway, it can be safely put forward as a contender for the official title of the wonder of the world of the twenty-first century.

I think many of my readers have heard about the Western High Speed \u200b\u200bDiameter (WHSD). Those who live in St. Petersburg have definitely heard. For those who are not in the know, let me explain - the WHSD is a toll highway that finally connected the western parts of the city and the center. 4. Band for transponders. Just a week ago, the WHSD updated tariffs and now using the transponder is not just profitable, but hellishly profitable - the difference is on average up to 3 times! I do not have a transponder, so travel through 2 paid zones for cash was 100 rubles for me, and if I were traveling on a transponder, it would only cost 42.5 rubles. The transponder is free and the only condition for receiving it is an advance payment - 1000 rubles to the account. There is a tariff with a subscription fee (50 rubles per month) and without. For a tariff with a subscription fee, additional discount at 10 o'clock%.

7. A small note - a couple of times I came across strange sections of the road 200 meters long, where it really shakes. It seems that there is simply no top layer of asphalt, but if so, it is extremely strange. Such a site is very clearly visible even visually, immediately after the exit.

13. There is only one tunnel in the central section, as well as only one interchange leading to Vasilievsky Island. I specially drove over it and appreciated the traffic pattern. In the form in which it exists now, it is very bad. The throughput is extremely small and you can see it right away. Well, the second roundabout in the area of \u200b\u200bShikpersky channel, the devil only knows when they will open ...

14. But the problems of Vasilievsky Island are just nonsense in comparison with the exit / entrance to Bogatyrsky Prospekt. In the evening, the traffic jam to the exit was 2 kilometers and people stood in it for half an hour. All the advantages of the WHSD were thus reduced to nothing ... And if the traffic jam at the entrance is easy enough to bypass through the first gate, if you have a transponder, then you will stand at the exit, like everyone else ... Of course, the widespread use of transponders should decently improve situation, but the fact that one congress to the Primorsky district is extremely little obvious even now.

15. But what a gorgeous cable-stayed bridge they threw across the Nevka - just beautiful!

17. So, I got to Bogatyrsky Prospekt, pulled out, turned around and drove back, drove to Vasilievsky Island and walked there. This is the entrance to the WHSD road from the Makarov embankment. Already, a couple of days after the opening, the traffic is very, very solid. And this is the middle of the day!

18. Makarov embankment is still under construction, there are no pedestrian crossings, there are no sidewalks at times, so you have to cross the road in the wrong place, which is closely watched by DPSnik's uncle, but does not say anything.

23. Perhaps you need to draw a couple of conclusions? The WHSD is incredibly cool and in general it should become a huge pendal for the development of the city. For residents of the Primorsky District and Vasilyevsky Island, this is generally just a sip fresh air... But there are also disadvantages - immediately after the opening, it became clear that something needed to be done with the congresses system, especially in the Primorsky District, otherwise this collapse at rush hour would only intensify.

It is not yet clear what will happen to the price in the future. The new tariff schedule is great and very convenient for the owners of transponders, but what will happen when the central section is out of test operation? Will prices rise strongly? There are no answers to these questions yet.

The test mode of operation of the Central Section of the Western High-Speed \u200b\u200bDiameter ends and from February 4, 2017 a fee is introduced on it. And at the same time, the payment collection scheme will be completely revised. The entire WHSD route is now divided into 5 tariff zones, each costing 60 rubles.

This is the basic price when paying by cash or credit card. Thus, the expected strong rise in the cost of travel along the WHSD has not happened since the new year and, contrary to expectations, travel along the entire highway will cost 300 rubles (from the Scandinavia highway to the ring road in the south of the city). But for those who prefer to pay by cash or by card, the night tariff is canceled. That is, the price of 60 rubles () for the site will be around the clock. Here is the official tariff zone diagram:

UPD: From July 22, 2017 to 100 rubles. the cost of travel in any zone increases when paying in cash or by credit card. Traveling the entire WHSD highway when paying in cash at each point will cost 500 rubles. The experiment at the exit to Bogatyrsky Prospekt, apparently, was recognized as successful, now the experience extends to the entire route and it has become unprofitable to use cash as much as possible. The only surprise is why the developers of the tariff scale are going from the other side - instead of increasing the discount on the transponder or making more flexible tariffs, barrage tariffs are set when paying in cash.

When using a transponder, the savings will be 15% compared to paying in cash. In addition, thanks to the recently introduced Flow + system, if the route is less than the tariff zone, then the owner of the transponder will not save 15%, but even more, since the cost will be calculated based on the actual distance traveled. This is due to the fact that not all exits are equipped with toll booths, but all have devices for reading the transponder signal. This allows us to cut tariff zones even more finely for this category of highway users. Another significant plus for transponder users is the preservation of the night tariff (a 50% discount is applied from midnight to 6 a.m.).

The WHSD or Western High-Speed \u200b\u200bDiameter is not only a city highway, but also a federal one. It relieves the transport network northern capital, connects Vasilievsky Island with other districts of the city, reducing the number of cars in St. Petersburg, contributes to the improvement of the environmental situation in the city.

Tariff zones

There are 5 tariff zones on the WHSD highway:

  1. Ring road (south) - Blagodatnaya st.
  2. Blagodatnaya-Makarov embankment street.
  3. Makarov embankment-junction with Shuvalovsky avenue.
  4. Interchange with Shuvalovskiy-KAD Avenue (north).
  5. Ring road (north) -E-18 "Scandinavia".

There is also a common tariff area, which includes all 5 of the above, it connects the ring road (south) with E-18 "Scandinavia". Depending on which zone the driver plans to cross and on which vehicle, such a fee will be charged from him for using the WHSD.
