What is known about the plane

The crashed plane was in operation for 23 years, it made its first flight in 1990. Its tail number is VQ-BBN. The plane with this number made an emergency landing in Kazan last year. Then the interior depressurization sensors worked.

According to aviation-safety.net, the previous operators of the aircraft were Bulgaria Air (since May 2008) and Romanian Blue Air (since September 1, 2005). According to preliminary data, the cause of the accident could have been a crew error, a law enforcement source told RIA Novosti. Among the versions are also the weather factor and technical malfunction. Roshydromet reported that weather conditions were normal for this type of aircraft.

On the fact of the crash, a criminal case was initiated under Art. 263 of the Criminal Code of the Russian Federation (violation of traffic safety rules and the operation of air transport, resulting in the death of two or more persons by negligence). The ICR investigation confirmed that the Boeing commander “did not have sufficient piloting skills and was allowed to carry out passenger transportation on the basis of falsified documents ”. According to the investigation, in 2009, Valery Portnov, who served as deputy general director of Tatarstan, sent documents with false information about Rustem Salikhov to the Tatar interregional territorial air transport department of the Federal Air Transport Agency. The criminal prosecution of Rustem Salikhov and Viktor Gutsul was terminated due to their death. Valery Portnov and Viktor Fomin were charged under Part 3 of Art. 263 of the Criminal Code of the Russian Federation (violation of traffic safety rules and the operation of air transport, resulting in the death of two or more persons by negligence), Shavkat Umarov - under Part 3 of Art. 93 of the Criminal Code of the Russian Federation (negligence, resulting in the death of two or more persons). The maximum punishment they face is seven years in prison. The criminal case was sent to the Prosecutor General's Office for approval of the indictment.

In 2017, the first decisions were made on claims for compensation for non-pecuniary damage filed by the relatives of those killed in the plane crash. In all cases, the plaintiffs dropped their claims against the American corporation The Boeing Company and a number of other foreign companies. After decoding the "black box" in the Interstate Aviation Committee (IAC) said that when approaching the runway, the pilots made a number of mistakes, which they tried to correct by taking the board to a go-around. At the same time, one of the two autopilots of the Boeing-737 was turned off, and the crew of the airliner made a manual landing. When approaching the second circle, the aircraft crew, gaining altitude, lifted the nose of the liner too much. As a result, the aircraft lost speed. Tatarstan Airlines reported that the commander of the crashed liner had never performed a go-around maneuver in a real flight before the tragedy.

After the disaster in Kazan, the investigation began to study the training of pilots. Subsequently, it turned out that the commander of the crashed plane received a diploma from a dubious training center. According to the Prosecutor General of the Russian Federation Yuri Chaika, the commander of the crashed plane had a false pilot's certificate. The second pilot's license was also obtained illegally in the absence of the necessary flight practice.

After the plane crash, the Federal Air Transport Agency (Rosaviatsia) conducted unscheduled inspections of a number of flight training centers and, until the end of the investigation, suspended pilots of a number of airlines, including the largest, from flights.

Aksan Giniyatullin, General Director of Tatarstan Airline OJSC, was dismissed from his post by the decision of the company's board of directors.

In May 2014, the Tatarstan airline filed a claim with the court to declare its own bankruptcy; in June, the court declared the airline bankrupt.

The head of the Tatar Interregional Territorial Air Transport Directorate of the Federal Air Transport Agency Shavkat Umarov resigned after the plane crash, which was satisfied. The territorial administration itself lost its independence and became a structural subdivision of the Volga Interregional Territorial Administration of the Federal Air Transport Agency.

The youngest passenger on board the crashed Boeing was the 11-year-old stepdaughter of the famous commentator Roman Skvortsov, Dasha. She flew to Kazan with her mother, Ellina Artashina.

Roman met his future wife at the Gagarin Cup final a little more than a year before the plane crash. The relationship at a distance did not frighten the couple: she flew to Moscow, he visited Kazan. At the end of October 2012, they played a magnificent noisy wedding with 80 guests and moved to Moscow.

His own wives remained in Tatarstan, so the flights of Ellina, and of Dasha, were a regular thing. Before this trip, the girl was literally counting down the days.

Right before the flight, she wrote: "Everything is fine with me." We took pictures with my mother on board the Boeing and flew off. The flight from Moscow to Kazan takes about an hour and a half. Something does not land for a long time. I'm worried, ”the woman said.

Even a year after the tragedy, the man said that every day he comes home and out of habit turns: "Hello, girls, I'm at home." Skvortsov also said that he would never be able to talk about Ellin and Dasha in the past tense.

Kazan prodigy

Among the passengers on board the Boeing was Mstislav Kamashev. In 2000, he became famous throughout Russia. A year before the tragedy, the young man got married. Soon, the wife, Anastasia, said that she was expecting a child. It was two weeks before the birth when the crash occurred. As a result, due to the stress in the mother, the baby was born prematurely. The boy was named Daniel - the wife chose this name together.

Even death did not part

Abdullah and Maria Sibgatullin lived together for 60 years. They were returning from their grandson from Kiev on a flight through Moscow. A couple of Sibgatullins were known literally throughout Tatarstan, and a few days before the crash they were honored as long-lived spouses.

They worked together at the Kazan Gunpowder Factory. The couple had two children and four grandchildren. The young people met in Switzerland during their studies, met for several years, and then decided to legalize the relationship. They did not like to spread about the details of their personal lives. Friends of the couple recalled that even on business they always tried to travel together.

Three months after the plane crash, the head of Tatarstan published on Instagram a photo of little Adriana, the daughter of his eldest son.

The commander of the ship Rustem Salikhov never complained about problems with the plane. "Everything is fine. We are flying," he joked from friends who spoke about the problems at the airline. About problems with aircraft Carrier rumors circulated far outside the airports.

The pilot's widow, Lily of the Valley, later recalled that a few days before the tragedy, her husband was especially affectionate - he tried to spend 100% of the time with his family. The night before, they slept until noon, which is not a common thing in this family. After that Rustem got dressed and left, saying that he would be back soon.

Lily of the valley learned that there were some problems with the flight from a friend. However, she was not aware of the details of the incident. The woman began to methodically call her superiors, colleagues - everyone she knew. At some point, colleagues confirmed that the plane had fallen, but the details are unknown - "Moscow does not provide information." The woman began to get ready for the airport, when friends called and demanded not to drive - they would take them themselves.

Even when Lily of the valley spoke with the management of the airline, she was sure that there was a mistake, Rustem was not on board, did not fly out, changed. Only when she saw who was "dressed", the woman began to realize the terrible truth.

Causes

Representatives of the International Aviation Committee in 2015 officially announced the reasons for the crash. Initially, investigators worked out all versions - from a technical malfunction to a terrorist attack. As it turned out, the plane with 50 people crashed due to "systemic deficiencies in the work of the crew, airline and aviation authorities at all levels."

The PIC had more than 2500 flight hours on this type of aircraft, of which 1000 were at night. The co-pilot Viktor Gutsul had 1900 flight hours on this type of aircraft, more than 900 - per night. IAC conclusions: Boeing commander did not have initial flight training

According to the IAC, the accident was the result of a combination of several factors, including:

- the PIC (aircraft commander - approx. AiF.ru) initial flight training;

- admission to retraining on Boeing 737 flight crew members who do not fully meet the qualification requirements for retraining, including English language;

- methodological imperfection of the retraining process, formal control over the results and quality of retraining;

- the low level of organization of flight work in the airline, which led to the failure to eliminate the shortcomings identified for a long time in the work with navigation equipment, piloting techniques and the interaction of crew members, including during go-around;

- systematic violation of the work and rest regime of the crew members and a large indebtedness for vacations, which could lead to the accumulation of fatigue and negatively affect the efficiency of the crew members;

- increased psycho-emotional stress of the crew members before the go-around due to a prolonged inability to determine the location of the aircraft with the accuracy necessary for landing.

According to the investigation, Salikhov did not have sufficient piloting skills and was allowed to carry out passenger transportation on the basis of falsified documents, the RF IC said in a statement. - So, Valery Portnov who served as deputy general director In 2009, Tatarstan Airlines OJSC sent documents regarding Salikhov containing false information to the Tatar Interregional Administration of the Federal Air Transport Agency. In turn Shavkat Umarov, being the head of the Tatar Interregional Territorial Directorate of Air Transport of the Federal Air Transport Agency, due to negligence, did not organize in September 2009 the verification of the authenticity and reliability of the certificate of the commercial aviation pilot Salikhov presented by the airline, which would reveal the fact of non-issuance of this certificate to him. As a result, Salikhov, not having the basic knowledge, skills and experience of a pilot, began to carry out passenger air transportation as an aircraft pilot ”.

The investigation also believes that Valery Portnov and the chief pilot of the airline Victor Fomin did not provide proper training to Salikhov, and instead sent an unprepared pilot to obtain the status of an aircraft commander. Since March 2012, Salikhov has been carrying out passenger air transportation as the commander of the aircraft.

During the preliminary investigation, large-scale and complex forensic, molecular genetic, chemical and technical-forensic, as well as other forensic examinations were carried out, more than 200 witnesses and victims, specialists were interrogated, a significant amount of other investigative actions were carried out, which together confirmed the version of the investigation ".

The criminal prosecution against the aircraft commander Rustem Salikhov and the co-pilot Viktor Gutsul was terminated due to their death.

Portnov and Fomin were charged with committing a crime under Part 3 of Art. 263 of the Criminal Code of the Russian Federation (violation of traffic safety rules and the operation of air transport, resulting in the death of two or more persons by negligence), Shavkta Umarov - under Part 3 of Art. 293 of the Criminal Code of the Russian Federation (negligence, resulting in the death of two or more persons by negligence).

The criminal case was sent to the prosecutor for confirmation of the indictment.
